CITY OF BELL GARDENS

OFFICE OF THE CITY MANAGER

EXECUTIVE SUMMARY
TO:Honorable Mayor and City Council Members
FROM:Michael O’Kelly, City Manager
BY: Jennifer Pineda, Senior Management Analyst SUBJECT:Discussion Regarding Sister Cities Program
MEETING DATE:October 27, 2025
RECOMMENDATION:

It is staff's recommendation that the City Council discuss and provide further direction, if necessary, regarding the Sister Cities Program.

BACKGROUND / DISCUSSION:

A request was made to discuss the Sister Cities Program in the City of Bell Gardens. The concept of Sister Cities was established in 1956 by President Dwight D. Eisenhower as a way for U.S. cities to create formal partnerships with foreign cities, fostering the exchange of information, ideas, and cultural understanding.

In reviewing the City’s historical records, staff identified that Bell Gardens has two formally recognized sister cities:

1. Pátzcuaro, Michoacán, Mexico
This partnership was unanimously approved by the City Council on January 9, 1995, after the City of Pátzcuaro expressed interest in forming a formal relationship with Bell Gardens. The intent was to foster cultural and community ties.

2. Los Reyes, Michoacán, Mexico
The second sister city relationship was approved on February 27, 2006, following a formal request from Los Reyes Mayor Arq. Jose Antonio Guzmán Tejeda. The partnership aimed to create collaborative opportunities through cultural and educational exchanges. This relationship was also unanimously approved by the City Council.

During the Memorial Day weekend in May 2025, Los Reyes Mayor Humberto Jimenez Solís visited Bell Gardens for the “Día de Amistad” (Day of Friendship) celebration and hosted their yearly soccer tournament at the Bell Gardens Sports Center as part of their festivities. The City formally recognized their visit during the tournament by presenting a certificate to Mayor Jimenez Solís in recognition of their partnership. Staff is not aware of any recent communication or interaction with representatives from Pátzcuaro.

Page 346 of 352 ends

CONCLUSION:

The City of Bell Gardens currently maintains two formal sister cities collaborations with Pátzcuaro and Los Reyes, both in Michoacán, Mexico. Staff seeks further direction from the City Council regarding the Sister Cities Program.

FISCAL IMPACT:

No fiscal impact.

CITY OF BELL GARDENS

OFFICE OF THE CITY MANAGER

EXECUTIVE SUMMARY
TO:Honorable Mayor and City Council Members
FROM:Michael O’Kelly, City Manager
BY: Michael O’Kelly, City Manager
SUBJECT:Discussion Regarding the Village Square Art Walk MEETING DATE:October 27, 2025
RECOMMENDATION:

It is recommended that the City Council receive and file this report and provide staff with further direction, if necessary.

BACKGROUND / DISCUSSION:

Village Square is 6.58 acre commercial shopping center located on the southeast corner of Florence Avenue and Eastern Avenue. Village Square is a mix of large and small retailers and restaurants. The co-anchors of the Village Square are Marshall’s and Ross.

The other tenants include Applebee’s, Chase, Spectrum and El Asadero Prime Taqueria.

Village Square was originally developed by Primestor in 2006 on land acquired by the former Community Development Commission (CDC). The CDC, in partnership with Primestor worked to create a village-like atmosphere in the shopping center with architectural design that included rich colors, arches, stone and tile accents, wood trellises, wrought iron and decorative landscaping throughout. Upon dissolution of the CDC in 2012, the Successor Agency took control of the Village and was required to sell it. The State of California required the Successor Agency to sell the property at fair market value to pay off old debts. Primestor held a contractual Right of First Refusal to purchase the property and acquired it to continue its operations.

Village Square is privately owned and includes 365 parking spaces and contains a walkway/art walk with a mix of decorative hardscape and landscaping that provides a pedestrian path from the smaller shops and restaurants to the major tenant stores. The walkway has easels that periodically display art.

CONCLUSION:

Village Square is private property. Village Square contains a walkway/art walk that has easels that periodically display art.

FISCAL IMPACT:

No fiscal impact.

AQUATICS CENTER FUTURE PROGRAMMING
Staff is currently working on implementing a couple of new programs which include the City Council approved Resident ID Card Program. This program allows City residents to purchase an ID card that shows proof of residency. The ID card can be used for registering for any City program at a resident rate. Staff expects this program to begin in the coming weeks.

Staff is also working on establishing a Monthly Membership Program which will allow for Aquatics Center participants to access the Aquatic Center’s amenities at a slightly discounted rate. For example, an individual with a monthly membership may get a 10% discount off of regular daily entrance fees, or a family may get a discounted rate for families with more than 3 members. Staff will come back to Council for approval of the Monthly Membership Program once all the details are finalized.

While the Monthly Membership Program is being developed, staff will implement a punch card system which allows participants to pay for 10, 20 or 30 visits at a time. The punch card will have a set number of punches that will be deducted with each visit. A 10-visit punch card will cost $20 for adults and $10 for children and seniors. A 20-visit punch card will cost $40 for adults and $20 for children and seniors, and a 30-visit punch card will cost $60 for adults and $30 for children and seniors. One visit allows the punch card participant access to the fitness center, aerobics classes, rec swim and lap swim. Swim Lessons and pool rentals are not included with the punch card.

CONCLUSION:

The John Anson Ford Park Aquatics Center grand opening was hosted on Tuesday, October 14 and formally opened to the public on Saturday October 18, 2025 with Swim Lessons, Recreational Swim and Fitness Room access. On Monday, October 20, 2025 programs expanded to include Lap Swim and on Monday, October 27, 2025, Senior and Aqua Aerobics will be offered to the community.
