14-G
TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Jim DellaLonga, Director of Economic Development

SUBJECT: Consideration and possible action to authorize the City Manager to execute Amendment No. 3 to Agreement File No. 855, in a form approved by the City Attorney, with Harris & Associates, to extend the term for one year and provide compensation for the formation of two Business Improvement Districts and On-Call Advisory Services.

DATE: January 13, 2022

EXECUTIVE SUMMARY

Harris & Associates has performed a number of analyses for the City including assisting with the fiscal analysis of the cannabis ordinance, and property valuation. This amendment will extend the term of the agreement for an additional year and increase the compensation to allow Harris & Associates to coordinate the formation of two merchant-based business improvement districts and provide on-call general economic development and financial services. Budget savings realized through the City’s allocation of American Rescue Plan – Coronavirus State and Local Fiscal Recovery Funds would fund the portion of services relating to the business improvement district formation.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the City Manager to execute Amendment No. 3 to Agreement File No. 855, in a form approved by the City Attorney; and

2) Approve a budget amendment to increase the allocation for Economic Development Account No. 510-42054-4002 by $98,000 for the portion of the services relating to the business improvement district formation; or

3) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The proposed funding of $146,575 for Amendment No. 3 for services during the contract extension period will be charged to Economic Development Account No. 510-42054-4002.

DISCUSSION

Harris & Associates has provided on-call advisory services to the City since late 2019. The current agreement expires on February 8, 2022, and Amendment No. 3 would extend the term for an additional year and the annual not-to-exceed amount would be increased to $146,575. This will allow for the time and funding for Harris & Associates to coordinate the formation of two tenant-based, business improvements districts along the Bellflower Boulevard commercial corridor. It will also allow Harris & Associates to provide on-call general economic development and financial services that may include, but are not limited to, real estate analysis, financial analysis, and advisory services as well as cannabis revenue research and advisory services.
