SUBJECT: Consideration and possible action to authorize the City Manager to execute Amendment No. 1 to Agreement File No. 41.1, in a form approved by the City Attorney, with Joe A. Gonsalves and Son, for legislative advocacy and governmental affairs services.

EXECUTIVE SUMMARY
Joe A. Gonsalves & Son has provided the City with adva ntageous legislative advocacy and governmental affairs services since 1979. This Amendment No. 1 would increase its agreement amount from $2,500 monthly to $3,000 monthly to accommodate their updated fee schedule. It has been at least 20 years since Joe A. Gonsalves & Son has increased its fees to the City.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Amendment No. 1 to Agreement File No. 41.1, in a form approved by the City Attorney; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The not-to-exceed amount of this agreement would be increased from $2,500 monthly to $3,000 monthly. This amount would continue to be charged to account number 010 - 42048-8000, Legislative Analyst.
DISCUSSION
Joe A. Gonsalves & Son has provided legislative advocacy services to the City of Bellflower since 1979. During this time, Joe A. Gonsalves & Son has reviewed bills introduced in the California Legislature and informed staff of legislation affec ting Bellflower’s interests. Additionally, it acts as a representative with the California Legislature and various government agencies, commissions, and persons involved in governmental affairs affecting the City.

During its tenure, Joe A. Gonsalves & Son performed duties customarily performed by legislative advocates and governmental affairs representatives on behalf of the City.
The services provided continue to be beneficial for the City. This Amendment No. 1 would increase its agreement amount by $500/month to accommodate its updated fee schedule. It has been at least 20 years since Joe A. Gonsalves & Son increased its fees to the City.

AMENDMENT NO. 1 TO
AGREEMENT FILE NO. 41.1 BETWEEN
THE CITY OF BELLFLOWER AND
JOE A. GONSALVES & SON
FOR LEGISLATIVE ADVOCACY AND GOVERNMENTAL AFFAIRS
THIS AMENDMENT No. 1 (“Amendment”) is made and entered into this 14th day of February 2022, by and between the CITY OF BELLFLOWER, a general law city and municipal corporation (“CITY”), and JOE A. GONSALVES & SON, a California Corporation (“CONSULTANT”).
SECTION 1. Pursuant to Section 12 of Agreement File No. 41.1(“Agreement”), Section 1(C) is amended to read as follows:
“As additional consideration, CITY agrees to pay CONSULTANT a sum not to exceed $3,000 monthly for CONSULTANT’s services. CITY may modify this amount as set forth below. Unless otherwise specified by written amendment to this Agreement, CITY will pay this sum as specified in the attached Exhibit “A ,” which is incorporated by reference.”
SECTION 2. Pursuant to Section 12 of the Agreement, Exhibit A (Fee Schedule) is replaced in its entirety with the attached Exhibit “A,” which is incorporated by reference.
SECTION 3. ELECTRONIC SIGNATURES. This Agreement may be executed by the Parties on any number of separate counterparts, and all such counterparts so executed constitute one agreement binding on all the Parties notwithstanding that all the Parties are not signatories to the same counterpart. In accordance with Government Code §16.5, the Parties agree that this Agreement, agreements ancillary to this Agreement, and related documents to be entered into in connection with this Agreement will be considered signed when the signature of a party is delivered by electronic transmission.
Such electronic signature will be treated in all respects as having the same effect as an original signature.
SECTION 4. Except as modified by this Amendment, all other terms and conditions of Agreement File No. 41.1 remain the same.
