14-G

TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Len Gorecki, Assistant City Manager/Director of Public Works Bernardo Iniguez, Public Works Manager

SUBJECT: Consideration and possible action to adopt Resolution No. 22-9 – A Resolution authorizing the submittal of application(s) for all CalRecycle grants for which the City of Bellflower is eligible.

DATE: February 14, 2022

EXECUTIVE SUMMARY

This action would authorize the City to submit grant applications to the Department of Resources Recycling and Recovery (CalRecycle) for the next five years from the effective date of the Resolution, including an application for the SB 1383 Local Assistance Grant Program.

RECOMMENDATION TO CITY COUNCIL

1) Adopt Resolution No. 22-9; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The City’s SB 1383 Local Assistance Grant Program allocation for Fiscal Year 21/22 will be approximately $102,613.

BACKGROUND

In September 2016, Governor Brown set methane emissions reduction targets for California through SB 1383 in a statewide effort to reduce emissions of short-lived climate pollutants. The targets required a reduction in organic waste disposal of 50 percent by 2020 and 75 percent by 2025, and rescue for people to eat at least 20 percent of currently disposed surplus food by 2025.

CalRecycle is administering a one-time grant program meant to provide aid in the implementation of regulations adopted by CalRecycle pursuant to Chapter 395, Statutes of 2016 and SB170 Budget Act of 2021. This non-competitive grant program provides funding to local jurisdictions to assist with the implementation of regulation requirements associated with SB 1383.

BACKGROUND – Continued

To be eligible for the funds, the City electronically submitted the attached SB 1383 Local Assistance Grant Program application to CalRecycle by the February 1, 2022 deadline.

The attached Resolution, which is due to CalRecycle by March 1, 2022, will authorize the City to submit grant applications to Cal Recycle, including the SB 1383 Local Assistance Grant Program application.

The SB 1383 Local Assistance Grant Program funds will be used for consultant support to complete the necessary organic waste capacity planning reporting, supplement education and outreach to edible food generators, and complete necessary SB 1383 reporting. The funds will also be used to procure recovered organic waste products such as compost to meet the City’s annual procurement target, purchase indoor food waste containers for City facilities, and purchase compostable bags.
