14-E
TO:Honorable Mayor and Members of the City Council
ATTENTION:Jeffrey L. Stewart,City Manager
FROM:Joel Hockman, Director of Public Safety
SUBJECT:Consideration and possible action to authorize the City Manager to execute Amendment No.5 to Agreement File No. 813, in a form approved by the City Attorney, with Southwest Patrol, Inc.,to increase the compensation for security guard patrol services and amend the scope of work.

DATE:February 28, 2022

EXECUTIVE SUMMARY
Due to increased concerns about graffiti and other vandalism in the City’s parking structure and downtown, another Southwest Security Guard was requested to work a late p.m. through early a.m. shift. This action requires a budget amendment to increase the allocation for additional security guard patrol services.Consistent with general maintenance services, those security services specific to the new parking structure will be billed to the City’s Proposition C Fund.

FISCAL IMPACT
This amendment will increase the agreement amount to not exceed $225,000 per fiscal year. The existing allocations for fiscal years 2021-22 and 2022-23 are $140,000 and $147,000 respectively (Account No.010-42192-2230).Staff is proposing to increase the Operating Budget by $85,000 for fiscal year 2021-22 and by $78,000 for fiscal year 2022- 23, in order to accommodate increased security requests going forward.

DISCUSSION
The flexibility, control, and cost-effectiveness of the City’s contracted security services has proven to be a useful method of dealing with concerns such as: suspicious people, drinking in public, trespassing after hours, and etc.The City’s previous use of this service has been solely during late night and early morning hours. More recently, an experimental use in the park during daytime and evening hours has given parks staff a more rapid response option for park patrons who are behaving suspiciously. It is quite rare that a Sheriff’s deputy also needs to respond, as the security guard usually resolves the concern.

Increasing the budget for more security guard services does not ensure that all of the funding will be spent;it merely provides public safety with more opportunity to deploy the best suited personnel to daytime or nighttime problems as they arise going forward.
