DATE: February 28, 2022
EXECUTIVE SUMMARY
The General Services Agreement (GSA) is a five-year agreement between Los Angeles County (“County”) and the City of Bellflower (“City”) that allows the County to provide certain governmental services to the City. Such services include local district attorney services, direct assessment collection, and a variety of public works services. The City’s existing GSA with the County is expiring on June 30, 2022.
The GSA is general in nature and simply authorizes the County to provide services requested by the City. Law enforcement services, such as those provided by the Los Angeles Sheriff’s Department, are provided via a separate agreement with the County. These are typically referred to as Specific Services Agreements (SSAs) and are not affected by renewing the GSA.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Agreement File No. 51.39, in a form approved by the City Attorney; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
Approximately $37,000 per fiscal year. General services under this agreement will be for local district attorney services, various public works services, and direct assessment collection services, as provided for in various budget accounts. The general services agreement does not include Sheriff, Fire, and Probation Officer services that require Specific Services Agreements.
