14-I
TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer

SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install time-based parking restrictions (green curb) at 10325 Alondra Boulevard fronting Ron Yary Way (C.E. #22-01).

DATE: February 28, 2022

EXECUTIVE SUMMARY

On February 15, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the installation of time-based parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of 30-minute time-based parking restrictions (green curb) at 10325 Alondra Boulevard fronting Ron Yary Way.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the Director of Public Works, or designee, to install 30-minute time-based parking restrictions (green curb) at 10325 Alondra Boulevard fronting Ron Yary Way; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The estimated cost to install and maintain the green curb is $1,315.00 per space and is paid by the requestor. The $1,315 cost is contained in the City of Bellflower’s current schedule of fees established by the City Council. The fee covers the cost of installation of the green curb markings, the appropriate signage defining the time restrictions and the ongoing maintenance of the markings and signs. The requestor is required to submit payment prior to the installation of the time-based parking restrictions.

DISCUSSION

The City received a request from the business owner at 10325 Alondra Boulevard (Tacos El Fogon) to install 30-minute time-based parking restrictions (green curb) on the south side of Ron Yary Way adjacent to the business location.

DISCUSSION – Continued

In response to this request, the City Engineer visited the location to determine the feasibility of the request and also spoke with the business owner to explain the City’s process to install time-based restrictions and the fees associated with it. The owner stated he understands all of the requirements and expressed his desire to move forward.

The request, as presented here, would designate approximately 90 feet of curb for 30-minute parking seven days a week between the hours of 7:00 a.m. to 11:00 p.m.

Outside of these hours, parking would not be restricted. The specific time period and days are consistent with the restaurant’s hours of operation. The proposed change is illustrated on the attached aerial photograph. The 90 feet of green curb represents a total of four (4) time-based green curb parking spaces that would result in a total fee of $5,260.

On February 1, 2022, the City provided notice to area residents and businesses of this request and that this matter would be brought before the Public Safety Commission at its February 15, 2022, meeting. There were no public comments received during the Public Safety Commission. Subsequently, the Commission recommended that the request go the City Council for final consider and approval.
