SUBJECT: Consideration and possible action to authorize the City Manager to execute a license agreement with Bellflower Cedar, LLC (Azure Development), in a form approved by the City Attorney, to utilize a city-owned parcel (APN 7161-013-901) for parking related to the structure located at 17634 Bellflower Boulevard.
DATE: March 14, 2022
EXECUTIVE SUMMARY
The City has received a request from Bellflower Cedar, LLC (Azure Development) to enter into a license agreement to allow City-owned property located behind 17634 Bellflower Boulevard (APN 7161-013-901) to be used for vehicle parking associated with a new commercial development currently under construction at 17640-17648 Bellflower Boulevard.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute a license agreement with Bellflower Cedar, LLC (Azure Development), in a form approved by the City Attorney, allowing vehicle parking on the city-owned parcel identified by APN 7161-013-901; or
2) Alternatively, discuss and take other action related to this item.
DISCUSSION
The developer constructing the project located at 17640-17648 Bellflower Boulevard is in litigation with the owner of an adjacent property located at 17364 Bellflower Boulevard.
The City of Bellflower owns a small landlocked parcel located behind the latter address.
In order to expedite settlement of the lawsuit, and expedite construction of the project underway at 17640-17648 Bellflower Boulevard, the developer is requesting a five (5)-year license agreement with the City to allow vehicle parking on the parcel identified as APN 7161-013-901. The City has no current or anticipated plans to utilize the parcel. Staff has evaluated the request and determined that the approval of the requested license agreement would have no deleterious impact on the City or adjacent property. Accordingly, staff recommends that the City Council authorize the City Manager to execute the agreement in a manner approved by the City Attorney.
