TO: Honorable Mayor and Members of the City Council
ATTENTION: Jeffrey L. Stewart, City Manager
FROM: Joel Hockman, Director of Public Safety
SUBJECT: Consideration and possible action to adopt Resolution No. 22-10 - A Resolution authorizing the Director of Public Safety, or designee, to establish and modify permit parking districts throughout the City, in accordance with Bellflower Municipal Code (BMC) Chapter 10.10; and superseding Resolution No. 20-50.
DATE: March 14, 2022
EXECUTIVE SUMMARY
The Public Safety Commission, at its Regular Meeting held on February 15, 2022, heard testimony and voted to establish a new permit parking district on Orchard Avenue between Flower Street and Laurel Street.
RECOMMENDATION TO CITY COUNCIL
1) Adopt Resolution No. 22-10; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
Each household in the newly established area would be required to obtain a residential parking permit at an annual cost of $50 per permit for each of the first two permits if parking a vehicle on the public street. If a household desires more than two permits, the cost increases to $100 for the third and $200 for the fourth permit (maximum of four permits per dwelling unit). If an annual permit is purchased after June 30, the permit holder need only pay 50% of the regular fee for the annual permit.
DISCUSSION
Pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.10, the City received a petition signed by six residents requesting the installation of permit parking on Orchard Avenue between Flower Street and Laurel Street (see attached aerial map). At its February 15, 2022, meeting the Public Safety Commission considered the item and heard public testimony and voted to approve a permit parking district on the aforementioned section of Orchard Avenue.

DISCUSSION – Continued
At the request of the Public Safety Department, the petitioner did solicit interest from an area larger than the proposed district, but found that interest to be well below the minimum approval rate. Thus, only the identified block on Orchard Avenue (100% approval by affected residents) was recommended by the Commission for Council approval. Though small in size, this block of Orchard Avenue does meet the minimum block definition requirement as specified in BMC 10.10.160(B).
The basis of the request is the residents’ concern of a lack of available on-street parking and safety concerns of non-resident vehicles parking/loitering in the area. On multiple occasions, Public Safety staff observed and confirmed some of the residents’ concerns, as recorded in the attached Inspection Sheet. The creation of a permit parking district would provide greater on-street parking opportunities for area residents and their guests. Permit parking means that vehicles parked on the above-mentioned section of Orchard Avenue would require rearview mirror hanging permits issued by the City to be displayed in the vehicles. Because they are a mirror hanging variety, parking permits can be switched among vehicles as necessary.
Permits are not mandatory if homeowners do not intend to park on the street. Single-day guest permits would also be available to each household at no cost, for a very limited number of days per year. Vehicles parking on the street displaying a disabled placard are exempt from displaying a City-issued parking permit. The petition calls for parking to be restricted on both sides of the street, seven days a week, 24 hours a day.
