DATE: April 11, 2022
EXECUTIVE SUMMARY
On March 15, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the removal and reinstallation of red curb parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the removal and reinstallation of red curb parking restrictions at 17025 Bellflower Boulevard and 17037 Bellflower Boulevard fronting Arkansas Street.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to remove and reinstall red curb parking restrictions at 17025 Bellflower Boulevard and 17037 Bellflower Boulevard fronting Arkansas Street; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to install the red curb parking restrictions is $300.00. The required funds are contained within the current fiscal year budget.
DISCUSSION
The City recently received a request from a business owner for additional parking spaces on Arkansas Street just west of Bellflower Boulevard. His business is a small barber shop that does not provide any on-site parking. In response the City Engineer and Director of Public Safety met with the requestor in the field to better understand his request. In an effort to increase the demand for parking supply the City is proposing the following:
-1-
Staff Report – Removal and reinstallation of red curb parking restrictions at 17025 Bellflower Boulevard and 17037 Bellflower Boulevard fronting Arkansas Street April 11, 2022
DISCUSSION – Continued
North Side of Arkansas Street
• Extend the existing red curb parking restrictions approximately 40 feet westerly • Remove approximately 20 feet of existing red curb parking restrictions
South Side of Arkansas Street
• Remove approximately 40 feet of red curb parking restrictions • Remove approximately 15 feet of existing red curb parking restrictions
These actions would result in the gain of two (2) parking spaces on Arkansas Street.
The proposed changes are illustrated on the attached aerial photograph.
The purpose of extending the red curb approximately 40 feet westerly on the north side of Arkansas Street is to ensure a sufficient turning radius is provided for southbound vehicles on Bellflower Boulevard turning right on to Arkansas Street.
On March 1, 2022, the City Engineer provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its March 15, 2022, meeting. To date the City has received no response to the notifications for the red curb installation.
