14-E
TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer

SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install red curb parking restrictions at 10055 Artesia Boulevard (C.E. #22-04).

DATE: April 11, 2022

EXECUTIVE SUMMARY

On March 15, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the installation of red curb parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of red curb parking restrictions at 10055 Artesia Boulevard.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the Director of Public Works, or designee, to install red curb parking restrictions at 10055 Artesia Boulevard; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The estimated cost to install the red curb parking restrictions is $100.00. The required funds are contained within the current fiscal year budget.

DISCUSSION

The City received a request from Bellflower-Somerset Mutual Water Company (BSMWC) to install red curb parking restrictions at 10055 Artesia Boulevard. The basis of their request is to improve ingress and egress for their maintenance vehicles entering their Maintenance Yard off of Artesia Boulevard. Their request was to install red curb parking restrictions extending approximately twenty (20) feet west of the driveway approach serving their property as well as approximately twenty-eight (28) feet east of the subject driveway approach.

DISCUSSION – Continued

In response to this request, the City Engineer conducted a sight visit and created a work order for the installation of red curb extending fifteen (15) feet from the existing fire hydrant to provide immediate ingress-egress improvements as it is illegal to park within fifteen (15) feet of a fire hydrant per the California Vehicle Code, and therefore there is no resulting loss of parking at this location. With respect to the east side of the drive approach, approximately eight (8) of the requested twenty-eight (28) feet was recently installed as a short-term aid without the loss of any on-street parking.

The additional twenty (20) feet would result in the loss of one on-street parking space and would therefore require a Commission recommendation and ultimately City Council approval.

Hence to enhance safety, and improve ingress-egress, staff recommends the installation of twenty (20) feet of red curb parking restrictions east of the driveway approach. The proposed red curb parking restrictions are illustrated on the attached aerial photograph.

On March 1, 2022, the City Engineer provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its March 15, 2022, meeting. To date the City has received no response to the notifications for the red curb installation.
