14-F
TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer

SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install red curb parking restrictions at 9835 Rosecrans Avenue and 9939 Rosecrans Avenue (C.E.
#22-06).

DATE: May 9, 2022

EXECUTIVE SUMMARY

On April 19, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the installation of red curb parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of red curb parking restrictions at 9835 Rosecrans Avenue and 9939 Rosecrans Avenue.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the Director of Public Works, or designee, to install red curb parking restrictions at 9835 Rosecrans Avenue and 9939 Rosecrans Avenue; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The estimated cost to install the red curb parking restrictions is $200.00. The required funds are contained within the current fiscal year budget.

DISCUSSION

The City recently received a request from a resident to install red curb parking restrictions at 9835 Rosecrans Avenue and 9939 Rosecrans Avenue. The basis of the request is to improve line of sight for vehicles entering Rosecrans Avenue off of Leahy Avenue and off of Dunrobin Avenue due to vehicles parked along the north side of Rosecrans Avenue. In response to this request, the City Engineer conducted a sight visit and a line of sight assessment. The assessment determined that vehicles parked at the northeast corners at both intersections do obstruct the view of oncoming traffic.

Hence to enhance safety while minimizing the loss of on-street parking, staff recommends the installation of forty (40) feet of red curb parking restrictions at both intersections. If approved, two on-street parking spaces would be eliminated at each location. The proposed red curb parking restrictions are illustrated on the attached aerial photograph.
