14-G

TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer

SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install an on-street disabled parking space (blue curb) in front of 10441 Somerset Boulevard (C.E. #22-07).

DATE: May 9, 2022

EXECUTIVE SUMMARY

On April 19, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the installation of one on-street disabled parking space (blue curb) pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of one on-street disabled parking space (blue curb) in front of 10441 Somerset Boulevard.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the Director of Public Works, or designee, to install an on-street disabled parking space (blue curb) in front of 10441 Somerset Boulevard; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The estimated cost to install the on-street disabled parking space (blue curb) is $100.00. The required funds are contained within the current fiscal year budget.

DISCUSSION

The City recently received a request from the homeowner at 10441 Somerset Boulevard to install one on-street disabled parking space (blue curb). In response to this request, the City Engineer conducted a site visit and discussed the matter with the homeowner.

The homeowner is disabled and confined to a wheelchair and possesses a valid disabled placard.

DISCUSSION – Continued

The homeowner does have a garage; however, it is only accessible through the rear alleyway. Due to the limited mobility of the resident, and given that the distance between the garage and the back door far exceeds the distance from the curb to the front door, the shortest accessible path of travel is on-street parking. Furthermore, there is a pool located between the garage and the rear entryway of the home resulting in limited room to maneuver his wheelchair. In addition, a concrete pad is located in the grass parkway between the curb and sidewalk providing an ADA compliant loading area. The homeowner has also installed a ramp to create an accessible path to the front door. Hence to provide a more accessible path of travel the installation of a twenty-foot (20’) long on-street disabled parking space is recommended. The location of the proposed blue curb is illustrated on the attached aerial photograph.

On April 5, 2022, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its April 19, 2022, meeting. To date the City has received no response to the notification.
