2 RESOLUTION N0. 20-17

FEES, POLICIES, AND PROCEDURES
Current Parks and Recreation Facility Use Fees and Policies and Procedures were adopted on November 23, 2009 with
Resolution No. 09-72.
The proposed Resolution would update the Fee Schedule and the policies and procedures.
To assist with the proposed updated Fee Schedule, the City engaged Willdan Financial Services (Willdan) to conduct a Facility Fee Study to determine operational costs of providing facility use services and examine the cost recovery.
The Facility Use Policies and Procedures have been updated and work with the proposed Fee Schedule and Ord. No. 1413. Fiscal Impact – Through the end of Fiscal Year 2018-
2019 a five-year average of $251,587 in annual revenue
was recovered from groups using City parks and
recreation facilities.
Facility Use Fees are the top source of revenue (cost recovery) for the Department of Parks and Recreation.
Cost recovery for rental facilities is at 7% with the current Fee Schedule.
Historically, City policy has been to largely subsidize parks and recreation programs, events, and facility use as there is a general benefit inherent to such services.

RESOLUTION N0. 20-17

FEES, POLICIES, AND PROCEDURES

3 The proposed Fee Schedule reflects an increase in cost recovery for rental facilities from 7% to 11%.
Overall, the proposed fee schedule reflects an average fee increase of 50%.
The proposed Fee Schedule adds four new fees,
including Picnic Shelters, Civic Auditorium, Dance Room at Simms Park, and Town Center Plaza rentals.
While these are not new facilities, they were not included in the previous Fee Schedule.
Resolution No. 22-17 includes an inflationary mechanism for biennial increases.

RESOLUTION N0. 20-17

FEES, POLICIES, AND PROCEDURES
Cost Recovery – determined as the overall cost
recovery from FY 2016-2021 by dividing the average
revenue for rentals by the direct operating cost for the facilities and the indirect overhead support provided by central City services as determined through the Cost
Allocation Plan.
Fully Burdened Rates – Appendix B of the Willdan
Study provides the Fully Burdened Hourly Rate (FBHR)
Calculation.
For any user fee service request outside the scope of the City adopted fee, or for services for which there is no fee currently set, the City can notify and charge up to the full cost of the personnel, third party, or material cost involved.
