SUBJECT: Consideration and possible action to adopt Resolution No. 22-20 – A Resolution establishing the Capital Improvement Projects Budget for Fiscal Year 2022-2023 funded by Senate Bill 1: Road Repair and Accountability Act of 2017.
DATE: May 23, 2022
EXECUTIVE SUMMARY
This action would adopt Resolution No. 22-20 to establish the Fiscal Year 2022-2023 capital improvement projects budget funded by Senate Bill 1: Road Repair and Accountability Act of 2017. The projects will include additional funding for resurfacing of Bellflower Boulevard between Flower Street and Beach Street, and resurfacing of Alondra Boulevard between Hayter Avenue and Bellflower Boulevard. A City Council adopted resolution submitted to the California Transportation Commission (CTC) is required to receive the apportionment of Road Maintenance and Rehabilitation Account (RMRA) funds from the State Controller’s Office for Fiscal Year 2022-2023.
RECOMMENDATION TO CITY COUNCIL
1) Adopt Resolution No. 22-20 to establish and carryover RMRA project budget for Fiscal Year 2022-2023; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated RMRA allocation for Fiscal Year 2022-2023 is $1,765,629. Unexpended RMRA allocations from preceding fiscal years (approximately $3,300,000) will be carried over to Fiscal Year 2022-2023 to fund the existing and proposed RMRA projects. The estimated construction costs for the two previously adopted SB1 projects increased due to inflation and COVID-19. In addition, the Alondra Boulevard resurfacing project scope has been expanded to go to the west City limit (Hayter Avenue).

Senate Bill 1: Road Repair and Accountability Act of 2017 May 23, 2022
FISCAL IMPACT – Continued
The Fiscal Year 2022-2023 RMRA allocation will fund these projects:
• Resurfacing of Alondra Boulevard between Hayter Avenue and Bellflower Boulevard - $1,000,000 (carryover project – previously listed as Resurfacing of Alondra Boulevard between Lakewood Boulevard and Bellflower Boulevard) • Resurfacing of Bellflower Boulevard between Flower Street and Beach Street – $765,629 (carryover project)
DISCUSSION
On April 28, 2017, the Governor signed Senate Bill 1 (SB 1) known as the Road Repair and Accountability Act of 2017 which created the Road Maintenance and Rehabilitation Account (RMRA). Unlike standard pieces of legislation – which become effective January 1 in the year following adoption – SB 1 took effect immediately. Before receiving an apportionment of RMRA funds from the State Controller in a fiscal year, cities are required to submit to the California Transportation Commission (CTC) a list of budgeted projects proposed to be funded with RMRA funds.

RESOLUTION NO. 22-20

AND ACCOUNTABILITY ACT OF 2017
THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1. The City Council finds as follows:
A. Senate Bill 1 (SB 1), the Road Repair and Accountability Act of 2017 (Chapter 5, Statutes of 2017), was passed by the Legislature and signed into law by the Governor in April 2017, in order to address the significant multi-modal transportation funding shortfalls statewide.
B. SB 1 includes accountability and transparency provisions that will ensure the residents of the City are aware of the projects proposed for funding in our community and which projects have been completed each fiscal year.
C. The City must include a list of all projects proposed to receive funding from the Road Maintenance and Rehabilitation Account (RMRA), created by SB 1, in the City's operating budget, which must include a description and the location of each proposed project, a proposed schedule for the project's completion, and the estimated useful life of the improvement.
D. The City will receive an estimated $1,765,629 in RMRA funding in Fiscal Year 2022-2023 in addition to a carryover of unexpended RMRA project funding from the preceding fiscal years.
E. The City has engaged the public to ensure public input in the community’s alternative transportation priorities.
F. The City uses a Pavement Management Program to develop the SB 1 project list to ensure revenues are being used on the most high-priority and cost-effective projects.
G. The funding from SB 1 will help the City maintain and rehabilitate its streets throughout the City this year and several similar projects into the future. This revenue will help us increase the overall quality of the City’s road system over the next decade.
SECTION 2. The City Council takes the following actions:
