FROM: Len Gorecki, Assistant City Manager/Director of Public Works Bernardo Iniguez, Public Works Manager
SUBJECT: Consideration and possible action to adopt Resolution No. 22-21 – A Resolution authorizing the City Manager to apply for, receive, and appropriate grant funds for the Water Quality, Supply and Infrastructure Improvement Act of 2014 (Proposition 1) for the Simms Park Stormwater Capture Project.
DATE: May 23, 2022
EXECUTIVE SUMMARY
This action would authorize the City Manager, or designee, to submit a Proposition 1 grant application to the San Gabriel and Lower Los Angeles Rivers and Mountains Conservancy (RMC) for the Simms Park Stormwater Capture Project (the “Simms Stormwater Project”).
RECOMMENDATION TO CITY COUNCIL
1) Adopt Resolution No. 22-21; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The City will receive $734,000 of RMC Proposition 1 funds for the construction of the Simms Park Stormwater Capture Project if the grant application is approved.
BACKGROUND
The Simms Stormwater Project will provide significant water quality benefits within the Los Cerritos Channel sub-watershed. Due to the significant drainage area size (758 acres), location of the adjacent storm drain channel, and available development space, this project was identified as a priority water quality project to achieve the regulatory compliance proposed in the Los Cerritos Channel Watershed Management Plan.

Staff Report – Resolution Authorizing RMC Grant Application for Simms Park Stormwater Capture Project
May 23, 2022
BACKGROUND – Continued
The City applied for Safe, Clean Water (Measure W) Regional Program funds for the design and construction of the Simms Stormwater Project and was awarded funding for design of the project in May 2021. In April 2022, the Lower San Gabriel River Watershed Area Steering Committee approved a Stormwater Investment Plan (SIP) that will provide funding for the construction of the Simms Stormwater Project. The SIP must still be reviewed by the Regional Oversight Committee and then approved by the LA County Board of Supervisors.
We have also continued to look for other funding opportunities to continue to leverage funds for the Simms Stormwater Project, including Proposition 1 funds from the RMC that can be utilized to enhance the project’s nature based components.
The Simms Stormwater Project will include the following components: a diversion system; a filtration and infiltration facility; treatment and release of the captured water; replacement of the existing ballfield turf, impacted trees, and landscaping with a new artificial turf ballfield, new trees and landscaping; and replacement of the existing parking lot with a new permeable pavement parking lot with bioswales between rows of parking stalls.
This Simms Stormwater Project will also be designed to work in conjunction with the Mayfair Park Stormwater Capture Project, which is located 1.7 miles south of Simms Park. Stormwater and urban runoff captured by the underground reservoir will be used to supplement the irrigation needs for Mayfair Park in Lakewood. The combination of the projects will contribute to the total capture volume required for dry- and wet-weather.
The combination will help better design the total capture system required to achieve and maintain compliance with water quality standards, while helping to achieve water resilience and community quality of life investments.
Funding commitments for the Simms Stormwater Project include $15.8 million in Measure W Regional Program funds and $2.9 million in local matching funds consisting of Measure A, Municipal Measure W, and Public Project funds. The additional $734,000 in RMC grant funds will be used to focus on nature-based components, including permeable pavement and bioswale components. The total project funds, including the additional RMC grant funds, will be $19.4 million.
To be eligible for the RMC grant funds, the City must adopt the attached Resolution authorizing the City Manager, or designee, to submit an application for a grant in the amount of $734,000.
