TO: Honorable Mayor and Members of the City Council
ATTENTION: Jeffrey L. Stewart, City Manager
FROM: Jim DellaLonga, Director of Economic Development

SUBJECT: Consideration and possible action to approve the name “Bellflower Connect – Powered by the City of Bellflower” for the citywide wireless network.

DATE: June 13, 2022

EXECUTIVE SUMMARY
On July 17, 2019, staff released a Request for Proposals (RFP) for a Wireless Network Implementation Plan, which sought proposals from qualified firms to develop and carry out a citywide wireless network program with an initial focus on connecting the City’s downtown and public facilities; and eventually expanding to a citywide wireless network.

As a result of the RFP, staff selected ICC Networking (ICCN), which offered a minimal cost wireless network program with a digital advertising revenue sharing component.

On August 23, 2021, City Council approved a Master Right of Way Agreement with ICCN to implement the citywide wireless broadband network (Network). As ICCN nears physical deployment of equipment and implementation of phase 1 of the Network, it is an optimal time to name it. Staff, working with ICCN and Connect Direct Online Inc., ICCN’s marketing partner, are requesting City Council approval of the name “Bellflower Connect – Powered by the City of Bellflower” for the Network in order to begin logo design and promotion in anticipation of phase 1 of the Network going live in the second half of 2022.

RECOMMENDATION TO CITY COUNCIL
1) Approve the name “Bellflower Connect – Powered by the City of Bellflower” for the citywide wireless network; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

None.

DISCUSSION – Continued

As a result of the RFP, staff selected ICC Networking (ICCN), which offered a minimal cost wireless network program with a digital advertising revenue sharing component.

On August 23, 2021, City Council approved a Master Right of Way Agreement with ICCN to implement the citywide wireless broadband network (Network). As ICCN nears physical deployment of equipment and implementation of phase 1 of the Network, it is an optimal time to name it. Staff, working with ICCN and Connect Direct Online Inc. (Connect Direct), ICCN’s marketing partner, are requesting City Council approval of the name “Bellflower Connect – Powered by the City of Bellflower” for the Network in order to begin logo design and promotion in anticipation of phase 1 of the Network going live in the second half of 2022.

Direct Connect is suggesting adding “Powered by the City of Bellflower”. This addition will increase user confidence in the network and also create a brand that is part of the City (similar to “Downtown Bellflower” and “Bellflower Made”).
