4 Staff Report – City Council Salary Adjustment and CPCC June 13, 2022
BACKGROUND
Government Code § 36516(a) establishes a salary for city councils initially based on city population, but adjustable thereafter by increases not to exceed an amount equal to 5% for each calendar year from the operative date of the last city council salary adjustment.
In cases where a council declined an increase in multiple years, the 5% for each calendar year is not compounded .
The salary for members of the City Council is established by Ordinance in Bellflo wer Municipal Code § 2.16.010(B). In April 2018, the City Council voted to increase its salary to $1,469.51 per month, which took effect after the November 2018 General Municipal Election. The salary is exclusive of any reimbursement for actual and necessary expenses incurred in the performance of official duties or benefits approved by the City Council in accordance with the provisions of law.
In accordance with California law, the City Council may increase its monthly salary to any amount not to exceed $1,763.41 per month, a maximum increase of $293.90 per month. Sample adjustments are listed below:
5% increase = $73.47 per month
10% increase = $146.95 per month
15% increase = $220.43 per month
20% increase = $293.90 per month
