Staff Report – Award of Contract – Spec. No. 21/22-05
June 27, 2022
DISCUSSION
From time to time, the City needs to solicit the services of a qualified demolition contractor for the demolition of improvements due to construction of capital improvement projects or due to property nuisance abatement. The scope of work for the on-call services includes the demolition of all improvements, including all buildings and building foundations, parking lots, trash enclosures, and proper removal and disposal of lead and asbestos materials, if such materials are present.
On April 11, 2022, the City Council adopted Resolution No. 22-16 authorizing solicitation of bids. The City advertised Specifications No. 21/22-05 for bids in accordance with BMC Section 3.28.090. The only bid received was from Interior Demolition.
BID ANALYSIS
Interior Demolition submitted a complete bid package. Staff has verified its contractor’s license status, references, and registration with the Department of Industrial Relations.
Interior Demolition is qualified to perform the work described and has fulfilled the requirements set forth in the Specification documents. Staff concludes Interior Demolition is the lowest responsive and responsible bidder.
SPECIFICATIONS
The Specification documents are available for public inspection at the Public Works Department Office, 9944 Flora Vista Street, Bellflower, California until completion of the Project and, subsequently, as official records, will be maintained by the City Clerk’s Office.
ENVIRONMENTAL REVIEW
Pursuant to the California Environmental Quality Act (CEQA) (Public Resources Code §§ 21000, et seq.) and CEQA Guidelines (California Code of Regulations, Title 14, §§ 15000, et seq.), the City conducted an environmental assessment. Based on the environmental assessment, the project was determined to be categorically exempt pursuant to CEQA Guidelines § 15303 (Class 1 - Existing Facilities).
