14-H
TO: Honorable Mayor and Members of the City Council
ATTENTION: Jeffrey L. Stewart, City Manager
FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer
SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install red curb parking restrictions at 17802 Downey Avenue (C.E. #22-12).
DATE: August 8, 2022
EXECUTIVE SUMMARY
On July 19, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the installation of red curb parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of red curb parking restrictions at 17802 Downey Avenue.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install red curb parking restrictions at 17802 Downey Avenue; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to install the red curb parking restrictions is $100.00. The required funds are contained within the current fiscal year budget.
DISCUSSION
The City recently received a request to install red curb parking restrictions at 17802 Downey Avenue. This is a traffic signal-controlled intersection shared with the City of Long Beach and was constructed a few years ago. The basis of the request is to improve line of sight for vehicles making a right hand turn on a red light from west bound Cedar Street onto northbound Downey Avenue. Currently, there is approximately seventeen (17) feet of red curb parking restrictions in place. If approved, this request would extend the red curb parking restrictions approximately forty (40) feet more to the south (roughly two car lengths).

Staff Report – Installation of red curb parking restrictions at 17802 Downey Avenue
August 8, 2022
DISCUSSION – Continued
In response to this request, the City Engineer conducted a sight visit and a line of sight assessment. The assessment determined that vehicles parked at the southeast corner do obstruct the view of oncoming traffic. Hence to enhance safety for vehicles wishing to turn right on red, and reduce delay staff recommends the installation of an additional forty (40) feet of red curb parking restrictions. The line of sight determination is based upon a posted speed limit of 35 mph. If approved, two on-street parking spaces would be eliminated. The proposed red curb parking restrictions are illustrated on the attached aerial photograph.
On July 5, 2022, the City Engineer provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its July 19, 2022, meeting. To date the City has received one response to the notifications of the recommended red curb installation. That response was in support of the proposed red curb.
