14-I
TO: Honorable Mayor and Members of the City Council
ATTENTION: Jeffrey L. Stewart, City Manager
FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer
SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install time-based parking restrictions at 17114 Passage Avenue (C.E. #22-13).
DATE: August 8, 2022
EXECUTIVE SUMMARY
On July 19, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the installation of time-based parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of time-based parking restrictions at 17114 Passage Avenue.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install time-based parking restrictions at 17114 Passage Avenue; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to install the time-based parking restrictions is $300.00. The required funds are contained within the current fiscal year budget.
DISCUSSION
The City recently received a request from a resident at 17114 Passage Avenue requesting red curb parking restrictions at the end of the cul-de-sac. Due to vehicles parking in the area, the garbage collection truck is unable to service the trash dumpsters and is the basis of the request. In response to this request, the City Engineer spoke with and met the resident to better understand her concerns and to possibly develop a solution that minimizes the loss of on-street parking that red curb restrictions create. Rather than install red curb that restricts parking all the time, staff is proposing to install time-based parking restrictions limited to Monday and Thursday only, from 6:00 -1-

DISCUSSION – Continued
a.m. to 5:00 p.m. These are the days that the trash dumpsters are serviced. Outside of these hours parking would not be restricted. In addition, rather than prohibiting parking along the entire cul-de-sac, the restrictions are limited to the area where the dumpsters are located. The proposed change is illustrated on the attached aerial photograph.
On July 5, 2022, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its July 19, 2022, meeting. To date, the City has received no response to the notifications.
