14-I
TO: Honorable Mayor and Members of the City Council
ATTENTION: Jeffrey L. Stewart, City Manager
FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer
SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install red curb parking restrictions at four (4) Bus Stop Locations (C.E. #22-16).
DATE: November 14, 2022
EXECUTIVE SUMMARY
On October 18, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the installation of red curb parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of red curb parking restrictions at the four bus stop locations.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install red curb parking restrictions at four (4) bus stop locations; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to install the red curb parking restrictions is $400.00. The required funds are contained within the current fiscal year budget.
DISCUSSION
The City recently received a request from Long Beach Transit to install and modify red curb parking restrictions at four (4) bus stop locations. The basis of their request is to improve access and clearance for their buses at each of these bus stops. Their request was:
• Clark & Park (NW corner) add 30 feet of red curb to existing red curb to extend the bus stop northerly.

Staff Report – Installation of Red Curb Parking Restrictions at Four (4) Bus Stop Locations

DISCUSSION – Continued
• Clark & Cedar (NW corner) install 40 feet of red curb at the existing bus stop location.
• Alondra & Eucalyptus (SW corner) add 20 feet of red curb to extend the bus stop westerly.
• Artesia & Canehill add 20 feet of red curb to extend the existing bus stop easterly.
In response to this request, the City Engineer conducted a site visit at each bus stop location and recommends installing the red curb parking restrictions in order to improve the ingress/egress needs of Long Beach Transit buses. The proposed red curb parking restrictions are illustrated on the attached aerial photographs. It is noted that at the Artesia Boulevard at Canehill Avenue location, the Public Safety Commission approved 10’ of red curb earlier this year as that is what Long Beach Transit said would suffice at that time. However, since that time they have determined an additional 20’ is needed to ensure safe ingress and egress.
On October 4, 2022, the City Engineer provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its October 18, 2022, meeting. To date the City has received no response to the notifications.
