14-H
TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer

SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install one on-street disabled parking space (blue curb) at 9022½ Hegel Street (C.E. #22-17).

DATE: November 28, 2022

EXECUTIVE SUMMARY

On November 15, 2022, the Public Safety Commission considered and subsequently recommended to the City Council the installation of an on-street disabled parking space (blue curb) pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of one on-street disabled parking space (blue curb) at 9022½ Hegel Street.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the Director of Public Works, or designee, to install one on-street disabled parking space (blue curb) at 9022½ Hegel Street; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The estimated cost to install the red curb parking restrictions is $100.00. The required funds are contained within the current fiscal year budget.

DISCUSSION

The City recently received a request from the resident at 9022½ Hegel Street to install one on-street disabled parking space (blue curb). In response to this request, the City Engineer conducted a site visit and discussed the matter with the resident as well as the resident’s landlord to better understand the need for the blue curb. The subject property has two homes on site and during the site visit the City Engineer discussed the need for the disabled parking space with both the property owner who occupies the front house and the requestor who rents the rear property. A driveway extends to the rear property, and the initial part of the driveway is approximately sixteen (16) feet in width which narrows to a single wide driveway.

Staff Report – Installation of One On-Street Disabled Parking Space (Blue Curb) at 9022½ Hegel Street

DISCUSSION – Continued

Although the initial part of the driveway can accommodate two vehicles, a total of three (3) disabled residents, two in the front house and one in the rear home reside at the property. Because of the need for three disabled spaces, and the ability to only accommodate two spaces on site, the request for one on-street disabled space is recommended to provide the shortest path of travel for the residents. It is noted that the subject property is located within an existing Permit Parking District. Hence to provide a more accessible path of travel the installation of a twenty (20) foot on-street disabled parking space is recommended. The location of the proposed blue curb is illustrated on the attached aerial photograph.

On November 1, 2022, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its November 15, 2022, meeting. To date the City has received no response to the notification.
