TO: Honorable Mayor and Members of the City Council
FROM: Jeffrey L. Stewart, City Manager
SUBJECT: Consideration and possible action to provide staff direction related to the designation of a citizen oversight board for the expenditure of the proceeds from the sale of the Bellflower Municipal Water System through the Public Projects Fund, as outlined in Resolution No. 16-53.
DATE: February 13, 2023
EXECUTIVE SUMMARY
Per Resolution No. 16-53, Section 1.C.3. (attached), the City Council is to designate a citizen oversight board to oversee the expenditure of all revenue generated by the sale of the Bellflower Municipal Water System (BMWS). After several years, the transaction and sale of the BMWS is complete and staff is seeking direction as to how to establish the citizen oversight board.
RECOMMENDATION TO CITY COUNCIL
1) Consider the proposed options in designating an oversight committee and provide direction to staff for moving forward; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
None
DISCUSSION
Through staff discussions, one recommendation is to have the Parks and Recreation Commission act as the oversight committee as most of the projects listed below related to the Public Projects Fund are new and/or revitalized public facilities that are in the City’s park system. There are other alternatives as well, including establishing a committee of all new members. Pursuant to City Council direction, staff will work with the City Attorney to draft a Resolution for City Council consideration that will establish policies and procedures, responsibilities, and when the oversight board ends.
