13 CONSIDERATION ITEMS
A Consideration and possible action to discuss and provide direction regarding the manner in which members of the City Council appoint members of the Planning, Parks and Recreation and Public Safety Commissions. [Continued from January 23, 2023]
City Manager Stewart 1) provided a brief verbal presentation of the Staff Report; and 2) responded to Council Members’ questions.
Continuing the discussion from the January 23, 2023, City Council Meeting , 1) Council Member Dunton, Council Member Sanchez, and Council Member Koops stated that they were in favor of keeping the current method of selecting commissioners from the City at-large and not from the Council Members’ specific districts; and 2) Mayor Santa Ines expressed that he now favored Council Member Koop’s previous suggestion of requiring each Council Mem ber to appoint at least one commissioner from their Council District to ensure that each district had representation on the commissions.
Lengthy discussion ensued among the City Council regarding the matter.
Guy Bremer, resident, stated that he supported the City Council continuing to select commissioners from the whole City in order to not limit themselves and find the best candidates to serve on the commissions.
Mitch Haack, Parks & Recreation Commissioner, stated that he supported the Council Members continuing to select commissioners from the whole City, as they may have individuals from different districts with certain skill sets and personalities that would be great for specific commissions.
James Cody Birkey, resident, 1) expressed that although he understood the intentions of the discussion, suggested that the City Council consider it a guideline instead of a rule; and 2) stated that the topic at hand may warrant a future discussion of possible initiatives to garner more civic engagement f rom residents in Council District 4.
Following discussion, it was moved by Council Member Sanchez, seconded by Council Member Koops, and carried by the following roll call vote, to direct staff to maintain the status quo for the City Council to continue to appoint commissioners at-large from the entire City:
AYES: Council Members - Dunton, Koops, Sanchez
