DISCUSSION

On, September 26, 2022, the City awarded a contract to LCR Earthwork to reconstruct the City-owned parking lot located at 9818 Artesia Boulevard as part of the City’s efforts to improve City-owned public parking lots. On February 13, 2023, the City approved Amendment No. 1 to include additional work for the recently acquired property adjacent to the City-owned parking lot.

Upon removal of the existing asphalt pavement, we observed that the underlying soil does not appear to have the same drainage capabilities as we have found at various other locations throughout the City where we have used on-site water retention.

Following the recent rains, we confirmed that the soil has poor drainage characteristics, and that with additional excavation we encountered well-draining soil. Hence to increase the rainfall absorption rate and create a deeper water retention area underlying the porous asphalt pavement, additional excavation and replacement of the poor-quality soil with porous base material is necessary. LCR Earthwork has provided a cost for this work.

The total additional cost of $113,320 represents an increase of 31.34% from the current contract amount. In accordance with § 3-2.1 of the Standard Specifications for Public Works Construction (aka, the “Green Book”) which is incorporated into the City’s standard public works contracts, changes to the scope of work that exceed 25% of the contract price require an amendment to the contract. The proposed amendment would result in a total contract amount of $474,850, which exceeds the City Manager’s signature authority. Consequently, Public Works recommends that the City Council authorize the City Manager to execute Amendment No. 2 with LCR Earthwork for the additional work for the Project.
