14-F
TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Jim DellaLonga, Director of Economic Development

SUBJECT: Consideration and possible action to authorize the City Manager to issue a Request for Qualifications to developers for residential development in the downtown public parking lots west of Bellflower Boulevard, between Flower Street and Oak Street.

DATE: March 27, 2023

EXECUTIVE SUMMARY

In an effort to gauge development interest and the feasibility of additional residential development in Downtown Bellflower, staff is requesting authorization to issue a Request for Qualifications (RFQ) to residential developers for the potential development in the downtown public parking lots west of Bellflower Boulevard.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the City Manager to issue a Request for Qualifications for downtown residential development; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

None.

DISCUSSION

The RFQ will describe in general the project area, development standards and any development criteria that would be imposed by the City for the potential project.

Development criteria may include a requirement to replace any commercial parking spaces lost as a result of the residential development. Responses to the RFQ will indicate a level of interest in such a project and provide staff with a list of developers to evaluate should a potential project materialize in the future. Staff is unsure if the RFQ will generate a response from the residential development community, but this process will be a good indicator of both the interest in and feasibility of residential development in the downtown public parking lots west of Bellflower Boulevard.

Additionally, these lots are identified in the City’s approved Housing Element Update and the outreach to the development community regarding these lots achieves an annual program goal in the Housing Element.
