HOME-ARP Allocation Plan

1 In 2021, under the American Rescue Plan Act (ARP), Congress appropriated $5 billion as a one-time supplement to the HOME Program specifically to address homelessness assistance and supportive service needs.

The City of Bellflower was allocated $1,301,749 in HOME-ARP funds.

In accordance with the U.S. Department of Housing and Urban Development (HUD) regulations, to access its allocation of HOME-ARP funds the City must develop and submit a HOME- ARP Allocation Plan to HUD as a Substantial Amendment to the City’s Fiscal Year 2021-2022 Annual Action Plan.

HUD must receive the HOME-ARP Allocation plan by March 31, 2023. Should the City find a need to, it may update its intended use of the funds via the substantial amendment process.
