14-F

TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer

SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to relocate the existing bus stop on Clark Avenue at Rose Street (C.E.# 23-05).

DATE: May 8, 2023

EXECUTIVE SUMMARY

This action would approve and authorize the relocation of the existing bus stop on Clark Avenue at Rose Street pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the Director of Public Works, or designee, to relocate the existing bus stop on Clark Avenue at Rose Street; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The estimated cost to relocate the existing bus stop location is $200.00. The required funds are contained within the current fiscal year budget.

DISCUSSION

The City recently relocated a crosswalk on Clark Avenue at Rose Street from the south side of the intersection to the north side based on community input as well as traffic deputy observations. In addition to the crosswalk relocation, the City will be installing Rectangular Rapid Flashing Beacons (RRFB) at this location. The City utilizes RRFB’s similar to what was installed at the intersection of Bellflower Boulevard at Laurel Street as a pedestrian safety enhancement. To ensure that buses parked at the existing bus stop do not impede visibility of the RRFB’s for on-coming motorists, the bus stop will be relocated to the south side of the intersection.

DISCUSSION – Continued

After consulting with Long Beach Transit regarding the bus stop relocation, they requested that the City install eighty (80) feet of red curb parking restrictions. The City Engineer conducted a site visit at the proposed bus stop location to better understand the needs of Long Beach Transit. The proposed location for the bus stop currently has twenty (20) feet of red curb parking restrictions. In an effort to minimize the loss of on-street parking and improve the ingress/egress needs of Long Beach Transit, the City is proposing to install an additional forty (40) feet of red curb parking restrictions for a total of sixty (60) feet. Long Beach Transit has stated that a total of sixty (60) feet would be suitable for their needs. The proposed bus stop relocation and red curb parking restrictions are illustrated on the attached aerial photograph.

On April 4, 2023, the City Engineer provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its April 18, 2023, meeting. The Public Safety Commission recommended the request be forwarded to the City Council for final approval. To date the City has received one response to the notifications in support of the relocated bus stop
