SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install an on-street disabled parking space (blue curb) at 9538 Arkansas Street (C.E.# 23-06).
DATE: June 12, 2023
EXECUTIVE SUMMARY
On May 16, 2023, the Public Safety Commission considered and subsequently recommended to the City Council the installation of an on-street disabled parking space (blue curb) pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve and authorize the installation of the on-street disabled parking space (blue curb) at 9538 Arkansas Street.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install the on-street disabled parking space (blued curb) at 9538 Arkansas Street; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to install the on-street disabled parking space is $100.00. The required funds are contained within the current fiscal year budget.
DISCUSSION
The City recently received a request from the resident at 9538 Arkansas Street to install one on-street disabled parking space (blue curb). In response to this request, the City Engineer conducted a site visit and discussed the matter with the resident to better understand the need for the blue curb. The resident suffers from a medical condition and possesses a valid disabled placard.

Staff Report – Installation of On-Street Disabled Parking Space at 9538 Arkansas Street
June 12, 2023
DISCUSSION – Continued
The subject property has four (4) houses with a shared driveway that extends to the rear property. The resident lives in the front of the property, but is unable to park her vehicle in the single wide driveway closest to her home because the driveway is shared with the other three residences. If a vehicle were parked at that location, access to the rear garages would be blocked. Due to the limited mobility by the resident, the shortest accessible path of travel is on-street parking. Hence the installation of a twenty (20) foot on-street disabled parking space is recommended. The location of the proposed blue curb is illustrated on the attached aerial photograph.
On May 2, 2022, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its May 16, 2023, meeting. To date the City has received no response to the notification.
