SUBJECT: Consideration and possible action to authorize the City Manager to execute Amendment No. 2 to Agreement File No. 541, in a form approved by the City Attorney, with the cities of Cerritos and Lakewood for Traffic Signal Maintenance Services at the intersection of Palo Verde Avenue and Allington/183rd Street.

DATE: August 14, 2023

EXECUTIVE SUMMARY

Agreement File No. (AFN) 541 represents an agreement between the cities of Bellflower, Cerritos and Lakewood for the cost-sharing allocation associated with routine and extraordinary maintenance services for the traffic signal located at the intersection of Palo Verde Avenue and Allington/183rd Street. As the lead agency, Bellflower is responsible for amending the existing agreement to account for the term of the agreement. Amendment No. 2 provides for these updates.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the City Manager to execute Amendment No. 2 to Agreement File No. 541, in a form approved by the City Attorney; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The average annual traffic signal maintenance costs for this intersection based on the past three years of data is about $2,400. The City receives reimbursement from Lakewood (25%) and Cerritos (50%) for their proportional share of the monthly maintenance costs. Traffic signal maintenance costs for this intersection are programmed in the City’s overall contract for traffic signal maintenance services with the City of Santa Fe Springs.

DISCUSSION

The City currently has an existing contract with the City of Santa Fe Springs to provide traffic signal maintenance services for all traffic signals in Bellflower. The intersection of Palo Verde Avenue and Allington/183rd Street is one of the locations under contract with Santa Fe Springs. Since the intersection is geographically shared with the cities of Lakewood and Cerritos, all parties entered into a maintenance services agreement (AFN 541) in July 2011 in order to share the routine and extraordinary monthly maintenance costs at this location. Under the current agreement, Cerritos’ share is fifty percent (50%), Lakewood’s share is twenty-five percent (25%), and Bellflower’s share is twenty-five percent (25%).

Amendment No. 2 to AFN 541 will extend the term of the agreement through April 24, 2028. This extension will bring the agreement in line with the overall traffic signal maintenance agreement to allow for future rate changes to coincide with one another.

The amendment also reflects the current rate for routine traffic signal maintenance services at the location ($70 per month).
