14-E

TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: Jim DellaLonga, Director of Economic Development

SUBJECT: Consideration and possible action to receive and file a list of qualified developers who responded to the Request for
Qualifications for Downtown Residential Development.

DATE: August 28, 2023

EXECUTIVE SUMMARY

On March 27, 2023, City Council authorized the City Manager to issue a Request for Qualifications (RFQ) to the development community for potential residential development in Downtown Bellflower. This is an effort to gauge development interest and the feasibility of additional residential development in Downtown Bellflower. As a result of the RFQ process, staff received four developer submittals. After review of the submittals, the Economic Development Director finds that all four developers should be included on the list of qualified developers for potential downtown residential development.

RECOMMENDATION TO CITY COUNCIL

1) Receive and file the list of qualified developers in response to the Request for Qualifications for potential future downtown residential development; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

None.

DISCUSSION

The City received submittals from four developers in response to the RFQ authorized by City Council in March. Submitting Teams were required to meet three minimum qualifications:

1. Must have constructed three or more Downtown Multi-Family Residential Projects;

DISCUSSION – Continued

2. At least two of the Submitting Team’s projects must be with a public agency as the property owner; and

3. The Submitting Team has a current state required contractor license.

a. If the Developer doesn’t have a contractor license, it must show that the general contractors with whom they’ve worked on similar project, have a current contractor license(s).

The four submittals all meet the minimum requirements.

The Director then reviewed the proposals based on a number of criteria relating to downtown multi-family development including experience in development, design, construction, operation, as well as financial capability and stability of the developer.

After review, the submittals met the desired criteria. Accordingly, all four developer teams are included on a qualified list of developers if the City pursues a downtown residential development in the future. The four qualified developers are, in no particular order:

• Primestor Development
• Serrano Development Group
• City Ventures
• EAH Housing

This qualified developer list is valid for a period of 180 days from the date of this meeting.
