Staff Report – Personnel and Salary Adjustments
September 11, 2023
BACKGROUND
The City Manager's Office encompasses multiple functions, including Administration, as well as the Human Resources and Risk Management division. The suggested revisions to the personnel and salary plan are prompted by two factors: the recent retirement of the City's Human Resources and Risk Manager and an evaluation of the duties and responsibilities associated with the Human Resources and Risk Management division.
These personnel changes involve several key adjustments:
1. Elimination of Human Resources and Risk Manager Position ;
2. Promotion of Assistant to the City Manager to the position of Deputy City Manager. This elevation in role will entail assuming the responsibilities formerly held by the Human Resources and Risk Manager, which includes overseeing the Human Resources and Risk Management division; and
3. Addition of a Management Assistant Position: A new, full -time Management Assistant position will be incorporated into the City Manager's Office. This addition is intended to provide enhanced support to the Deputy City Manager and to facilitate the efficient functioning of the City Manager’s Office.
The Deputy City Manager will carry forward the responsibilities previously held by the Assistant to the City Manager and will also oversee the Human Resources and Risk Management division. Concurrently, the Management Assistant will assist the Deputy City Manager.
The proposed new Management Assistant will assist Administration with tasks including, without limitation, grant research, grant writing, grant reporting, processing cannabis business permit renewals and modifications, conducting city surveys, preparing and rating requests for proposals and bids, agreement and amendment processing, preparing staff reports and agenda items, and assisting with various research tasks as needed. Additionally, the Management Assistant will also assist the Human Resources and Risk Management division with ensuring accurate and timely processing of personnel-related paperwork, facilitating changes in employee benefits and assisting staff with related inquiries, coordinating necessary background and reference checks for new hires and relevant personnel, assisting in the onboarding process for new employees, and assisting with claims (e.g., worker’s compensation, property damage).
