TO: Honorable Mayor and Members of the City Council

ATTENTION: Jeffrey L. Stewart, City Manager

FROM: P.J. Mellana, Director of Parks and Recreation

SUBJECT: Consideration and possible action to authorize the City Manager to execute Memorandum of Understanding File No. 21.10, in a form approved by the City Attorney, with the Los Angeles County Metropolitan Transportation Authority (LACMTA) to receive payment of the City’s portion of transit fund allocations for collecting and reporting data for the National Transit Database for Report Year 2021.

DATE: September 25, 2023

EXECUTIVE SUMMARY

The City of Bellflower is one of many cities that operate locally funded fixed-route and Dial-A-Ride transit services in Los Angeles County. An aspect of this operation is the City participates in the National Transit Database (NTD) Voluntary Reporting Program. Each participating city is paid dollar-for-dollar for what their service generates for the Los Angeles County region, minus the cost of an audit.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the City Manager to execute Memorandum of Understanding File No. 21.10, in a form approved by the City Attorney; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The City will receive $90,818 no later than June 30, 2026, per the Memorandum of Understanding File No. 21.10 for Report Year 2021.

DISCUSSION

Rather than have each city report data directly to the Federal Transit Administration (FTA), the LACMTA submits a consolidated NTD report to the FTA on behalf of 45+ cities.

The data submitted by each of the local operators generates additional Urbanized Area Formula Funding Program (49 U.S.C. § 5307) capital funds to the region. Once Congress apportions the funds, LACMTA enters into MOUs with each city to make payment to each city for their share of the revenues generated for the Los Angeles County region. The MOU amount is determined as described in Article 3.0 of the MOU. 14-F

DISCUSSION – Continued

The overall reporting process and local and federal funding practices with this program lag behind several years which are the reasons why the City is receiving funds in 2023 for an MOU that covers reporting year 2021.

Bellflower’s contracted transportation service provider, Empire Transportation, prepares all NTD documentation and reports for this program and also goes through the audit with City and LACMTA staff annually.
