15-D
TO: Honorable Mayor and Members of the City Council
ATTENTION: Jeffrey L. Stewart, City Manager
FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer
SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to convert certain red curb parking restrictions to time-restricted parking (green curb) at 9928 Artesia Boulevard (C.E.# 23-12).
DATE: October 9, 2023
EXECUTIVE SUMMARY
On September 19, 2023, the Public Safety Commission considered and subsequently recommended to the City Council the conversion of certain existing red curb parking restrictions to time-restricted parking pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve the conversion of certain red curb parking restrictions to time-restricted parking (green curb) at 9928 Artesia Boulevard.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to convert the existing red curb parking restrictions to time-restricted parking (green curb) at 9928 Artesia Boulevard; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to convert the existing red curb parking restrictions to time-restricted parking is $200. Funds are budgeted in Account No. 010-43180-3100.
DISCUSSION
The City recently received a request for the conversion of a portion of the existing red curb parking restrictions to time-restricted parking in an effort to establish more on-street parking fronting the business at 9928 Artesia Boulevard. In addition, this action would minimize the use of on-site parking provided for the adjacent residential development that is occasionally used by restaurant patrons. Originally, staff recommended a 30-foot segment of red curb parking restrictions be converted to 30-minute time-restricted parking (green curb).

Staff Report – Conversion of certain red curb parking restrictions to time- restricted parking (green curb) at 9928 Artesia Boulevard October 9, 2023
DISCUSSION – Continued
The City Engineer conducted a line-of-sight assessment to determine the feasibility of providing additional on-street parking following a request from the Public Safety Commission. Following the line-of-sight assessment and to provide more on-street parking, staff recommends the conversion of two segments of existing red curb parking restrictions to time-restricted parking (green curb). The first segment is approximately 25 feet and is just east of the existing fire hydrant (one car space). The second segment is approximately 75 feet west of the fire hydrant (4 car spaces). These two segments would be converted to 30-minute time-based parking restrictions (green curb). A 30-foot segment of red curb would remain at the fire hydrant. We would also preserve 20 feet of red curb adjacent to the west side of the drive approach serving the residential property. The locations of the proposed changes are illustrated on the attached aerial photograph.
On September 5, 2023, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its September 19, 2023, meeting. To date the City has received no response to the notifications.
