Staff Report – Salary & Employment Category Adjustments – Public Works October 23, 2023
BACKGROUND
The Public Works Department has experienced a series of resignations within its key administrative positions in recent months. These resignations encompass the following job classifications: Assistant City Engineer, Public Works Manager, and Management Analyst II. The proposed adjustments to the Public Works Department's salary and employment categories result from two primary factors: the departure of three key administrative personnel and a comprehensive evaluation of the department's operations.
These personnel changes involve several key adjustments:
1. Elimination of the Assistant City Engineer position – Following the resignation of the Assistant City Engineer, the Assistant City Manager/Public Works Director is recommending the elimination of this position and the utilization of existing professional service agreements to supplement the necessary engineering services. Presently, the Public Works Department relies on service agreements for comprehensive design and engineering of large-scale projects, including pavement rehabilitation, facility projects, and stormwater projects. The A ssistant City Engineer position has traditionally been responsible for overseeing these service agreements and providing engineering support for smaller projects, such as on-call sidewalk and ADA improvements, the Gateway Sign project, and parking lot projects. The proposed approach would involve the continued use of external firms for the design and engineering of small er projects, with the oversight of these agreements transitioning to the Public Works Manager or Department Director. This position classification is currently represented by the AFSCME Local 1511 mid-managers union.
2. Inclusion of a Public Works Coordinator position – Considering the Department's increasing reliance on on-call service agreements/contracts, CIP projects/contracts, and the Uniform Construction Cost Accounting model that the City transitioned to in 2019, the Assistant City Manager/Public Works Director is suggesting the reinstatement of the Public Works Coordinator position to oversee these departmental activities. Historically, these responsibilities have fallen under the purview of the Department Executive Assistant II. The adoption of the Uniform Construction Cost Accounting model by the City has necessitated an ongoing vendor recruitment process for services such as plumbing, electrical, and HVAC. This process is intricately detailed and requires end -to-end management, making it a more suitable function for the Public Works Coordinator position rather than an Executive Assistant II. The Public Works Coordinator position would be represented by the AFSCME Local 1511 mid-managers union.

Staff Report – Salary & Employment Category Adjustments – Public Works October 23, 2023
BACKGROUND – Continued
3. Addition of a Management Analyst I/II position – The Public Works Department currently has one Management Analyst I/II position. Historically, a second Management Analyst I/II position existed within the department to provide support for the municipal water system activities. The Assistant City Manager/Public Works Director is recommending the inclusion of a second Management Analyst I/II position within the department, with a specific focus on grant writing/reporting, budgeting, and ensuring compliance with stormwater regulations. This Management Analyst I/II would also be represented by the AFSCME Local 1511 mid-managers union.
4. Elimination of the Management Assistant position – With the nearing completion of the remodeled Public Works Yard offices, the Assistant City Manager/Public Works Director intends to relocate all Public Works-related business currently conducted at the City Hall front counter to the new Public Works Yard office.
Traditionally, the Management Assistant position has been responsible for this role. In light of this service transition from City Hall to the Public Works Yard office, the Assistant City Manager/Public Works Director is suggesting the elimination of the Management Assistant position. Routine tasks such as permit issuance, handling right-of-way deposits, etc., would be reassigned to the Public Works front counter staff, while the more technical job functions would be delegated to the added Management Analyst I/II position. This position is currently represented by the AFSCME Local 1511 mid-managers union.
These proposed adjustments to the employment categories within the Public Works Department will enable the department to effectively adapt to the continually evolving regulatory landscape. Furthermore, they will facilitate the provision of essential supp ort to other departments, particularly in terms of auditing, grant reporting, and project assistance.
