SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install red curb parking restrictions at 9349 Rose Street (C.E.# 23-14).

EXECUTIVE SUMMARY
On November 21, 2023, the Public Safety Commission considered and subsequently recommended to the City Council the installation of red curb parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve the installation of red curb parking restrictions at 9349 Rose Street.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install red curb parking restrictions at 9349 Rose Street; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost for the installation of the red curb parking restrictions listed above is $200. Funds are budgeted in Account No. 010-43170-3100 (Street Maintenance Traffic Paint).
DISCUSSION
The City recently received a request for the installation of red curb parking restrictions to establish on-street emergency vehicle parking fronting the assisted living facility at 9349 Rose Street. The City Engineer conducted a sight visit and spoke with the facility owner to better understand their needs. The facility provides round-the-clock care for elderly patients, sometimes requiring the need to request medical emergency services.
Hence, to provide access for emergency vehicles, staff recommends the installation of twenty-four (24) feet of red curb parking restrictions on each side of the drive approach.

On November 7, 2023, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its November 21, 2023, meeting. To date the City has received no response to the notifications.
