DATE: December 11, 2023
EXECUTIVE SUMMARY
On November 21, 2023, the Public Safety Commission considered and subsequently recommended to the City Council the conversion of the existing time-restricted parking (green curb) to red curb parking restrictions pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve the conversion of the exiting time-restricted parking (green curb) to red curb parking restrictions at 16302 Clark Avenue.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to convert the existing time-restricted parking (green curb) to red curb parking restrictions at 16302 Clark Avenue; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to convert the existing time-restricted parking (green curb) to red curb parking restrictions is $200. Funds are budgeted in Account No. 010-43170-3100 (Street Maintenance Traffic Paint).
DISCUSSION
The City recently received a request that the City consider removing the existing time-restricted parking (green curb) to red curb parking restrictions at 16302 Clark Avenue. Currently vehicles parked in the existing time-restricted parking (green curb) impede the line of sight for vehicles entering Clark Avenue from Olive Street. -1-
Staff Report – Conversion of existing time-restricted parking (green curb) to red curb parking restrictions at 16302 Clark Avenue

DISCUSSION – Continued
The City Engineer conducted a line-of-sight assessment and concluded that parked vehicles do impact visibility. The existing green curb was installed in 1976 and is no longer needed. Hence to enhance safety the City is proposing to remove the existing time-restricted parking (green curb) and install twenty (20) feet of red curb parking restrictions. The location of the proposed changes is illustrated in the attached aerial photograph.
On November 7, 2023, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its November 21, 2023, meeting. To date the City has received no response to the notifications.
