DISCUSSION

In November 2023, Bellflower Manager, LLC (Seller) offered to sell its right to acquire real property at 17634 Bellflower Blvd. (APN 7161-013-081). The Property consists of a 3,268 square foot, single-story building on a 6,022 square foot lot. Staff recommends that the City Council purchase the Property to help facilitate economic development including, without liitaiton, the second phase of development of the adjacent Belle Fleur Center at the northeast corner of Bellflower Boulevard and Cedar Street while eliminating a blighted, vacant property. Staff reviewed an August 2023 appraisal report provided by Seller, which shows a value for the parcel as vacant at approximately $500,000. Additionally, Seller executed an agreement to purchase the Property for a total price of $750,000 in April 2022. The PSA represents the terms and conditions of this pending purchase and approving it will authorize the City Manager to execute all documents needed to complete the acquisition and future license of the Property.

The Seller will have a “first right of refusal” and a 3-year option to buy back the Property from the City at $500,000 plus annual Consumer Price Index (CPI) increases. After the 3-year option period, Seller can buy two additional years for $25,000 each.

Additionally, as a condition of the City’s purchase of the Property, the City will record a covenant on the Belle Fleur Center development restricting public assembly uses as permitted uses in the development.

It is the City’s intent to license the Property to the adjacent property owner to facilitate the completion of phase 2 of the Belle Fleur Center development project.

Attached is a Summary Report required by Government Code Section 52201 that describes the following, where applicable:

a) the cost of the agreement to the City;

b) the estimated value of the interest to be conveyed or leased determined at the highest and best uses permitted under the general plan or zoning;

c) if applicable, the estimated value of the interest to be conveyed or leased determined at the use with the conditions, covenants, and development costs required by the sale or lease;

d) the purchase price or present value of the lease payments which the lessee will be required to make during the term of the lease;

e) if the sale price or total rental amount is less than the fair market value of the interest to be conveyed or leased, determined at the highest and best use, then the city shall provide, as part of the summary, an explanation of the reasons for the difference; and

f) an explanation of why the sale or lease of the property will assist in the creation of economic opportunity (as defined by Government Code Section 52200.2), with reference to all supporting facts and material relied upon in m aking this decision.

At the purchase price of $500,000, this equates to approximately 15 FTE permanent jobs. The second phase of the development is estimated to create or retain approximately 32 FTE permanent jobs.
