WEE Official Admits '15 -Minute Cities' Will Imprison Humanity in 'Forever ockdowns' (The Peoples Voice Channel)
vIJ w e r webs;
Smart growth is funded through federal grants — with strings attached — that your municipality, county, or state applies for.
Comprehensive plans are written to protect the environment at the expense of your property rights, Fifteen -minute smart cities, the metaverse, smart homes, digital ID, and CBDC all converge into a form of personalized lockdown where we will either have no desire to travel, or we will be coerced or forced into compliance through digital means.
Elite globalists claim these 15 minute cities are necessary to fight climate change and support global health.
Globalists are constructing open aired lockdowns in which residents will be walled in figuratively and literally.
Since the global elite place some of the blame on you and I for our contribution to the weather via our carbon footprints, the idea is to keep us docile in our tiny living spaces in massive high-rises as we immerse ourselves in the metaverse for work and play, pausing only to go downstairs to the gym, or perhaps opening our portholes to pick up our drone -delivered goods that we never truly own, but only rent. "sustainable" policy cannot be enforced without destroying property rights.
There will be no cash machines in these 15 -minute cities. Payments are to be made with a swipe of a hand or an iris scan, and all transactions will be done in CBDC, which cannot function without a digital ID. The digital ID is a chip placed inside the right hand or in the forehead and will cause a human to become sub -human, or as they word it, transhuman. It will be a bar code that you cannot buy or sell with. Via the Internet of Things everyone's brain will be connected to the i cloud and everyone will be connected to each other. A persons thoughts can be changed without them knowing it. Everyone will know what everyone elses thoughts are. This is not just in the experimentation phase. DARPA has been working on this as shared by Professor Giordano, Georgetown University, and is now using it. See Founders Space.
Whether you are employed or AI has made you part of the "useless class," your paycheck or Universal Basic Income (UBI) will arrive in the form of a programmable CBDC that will be sent to your digital wallet, and there will limitations on where you can spend it, what you can spend it on, and when, including in the metaverse, where your digital ID will be the driver for a reputation -based social credit system.
But the metaverse is not just a virtual reality space where business, pleasure, and imaginary travel can be conducted from the comfort of your couch.
There is also an aumiented reality aspect to this ecos\ stem where AR glasses will have cameras and microphones turned on at all times, recording everything you see and hear, including everything in your home.
In order to access the metaverse, a digital ID will be required, and it will store all the data collected from your AR glasses and smart devices in your home and on your person, including Fitbits, thermostats, fridges, mirrors, and just about any other loT device in your smart home, which can all be accessed and controlled remotely.
And in,a future where public and/or private entities crackdown more heavily on misinformation and hate peech anything you say will be recorded and can be used against you, using the Chinese Communist Party (CCP) social credit system as the blueprint.
These crackdowns will take the form of limited purchasing power, limited mobility, and limited luxuries programmed onto your digital ID and CBDC to ensure that you stay in your personalized, invisible lockdown, digital prison.
But if your thoughts and words don't get you into trouble, your consumption habits will — all in the name of saving the planet from your contribution to climate change.
Dietary restrictions: Replacing meat and dairy consumption with lab -grown proteins and insects In order to save the planet from flatulent cows and fertilizer -favoring farmers, climate change alarmists are attempting to achieve net zero carbon emissions by limiting our diets.
Meat and dairy, like travel, is to be limited and phased -out, such as the culling of hundreds of thousands of cows, to make way for alternative proteins based on plant and insects, along with artificial meat.
Where "meat is difficult to track consistently along the supply chain," alternative proteins that are produced in factories, farms, and labs can all be fitted with sensors hooked -up to the IoT for ultimate traceability stemming from centralized systems of control and surveillance.
While real meat may still be available in limited amounts, it will be considered a luxury, and its purchase by individuals will be monitored and controlled via individual carbon footprint trackers programmed into your digital ID.
Your CBDC will be programmed to either cut you off completely from going above your allowed limit of meat, or it will automatically deduct a hefty carbon tax.
Lab -grown proteins, fake meat will replace farmers as their land -use is deemed unsustainable due to their carbon emissions.
Watch "The Fall of the Cabal" documentary #28, and #5. Farmers will either have to forcibly vacate, pay an extortionary carbon tax, or sell off their land for pennies on the dollar.
The above scenarios, whether they come to any fruition in whole or in part, can be seen as either utopian or dystopian, depending on the individual. Some people would have no problem with staying in their pods and eating bugs while virtually traveling to imaginary lands in the metaverse as they sit back and collect their UBI in CBDC. Others who know the signs of the End Times, will not sell their eternal soul, their eternal birthright for a bowl of GMO soup.
Prevent BlackRock and other globalist investors from purchasing single-family homes), and 3) fully protect individuals' property rights, especially from eminent domain.
Although Agenda 2030 is presented as being "nonbinding," it is actually a form of "soft law." This means that government entities often choose, or are pressured, to adopt it, thus making it legally binding.

TO: Honorable Mayor and Members of the City Council
FROM: Ryan Smoot, City Manager
Len Gorecki, Assistant City Manager/Director of Public Works
SUBJECT: Consideration and possible action to issue an encroachment permit to Jacobs Engineering for purposes of soil and groundwater sampling at Caruthers Park on behalf of Kinder Morgan and the development of a licensing agreement with Kinder Morgan for the installation and long-term access to monitoring wells at Caruthers Park.
DATE: January 22, 2024
EXECUTIVE SUMMARY
Receive input from the City Council regarding the request from Jacobs Engineering (on behalf of Kinder Morgan) for an encroachment permit to bore on City property (Caruthers Park) for the purpose of soil and groundwater sampling as part of the environmental investigation associated with the damaged Kinder Morgan pipeline discovered in December 2022. Additionally, Kinder Morgan is seeking a licensing agreement with the City for the installation of four monitoring wells, three of which will be on City property and one will be on Caltrans property that will require access through City property.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager, or designee, to issue an encroachment permit to Jacobs Engineering for boring on City property (Caruthers Park) for soil and groundwater sampling; and
2) Authorize the City Manager to negotiate a license agreement with Kinder Morgan, in a form approved by the City Attorney, for the installation and access for ongoing monitoring of three monitoring wells on City property and access through City property to one monitoring well on Caltrans property; or
3) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
Fees for the encroachment permit will be based on the City’s current fee schedule for boring and for recreation facility rental (baseball field), preliminarily estimated to be $5,752.00. Fees associated with the licensing agreement are unknown at this time but will be based on the installation of the monitoring, long-term access to the individual well sites and other appropriate impacts related thereto. The license agreement will be brought back to the City Council for approval once negotiated. -1-
Staff Report – Kinder Morgan and Jacobs Engineering Request for Encroachment Permit and Licensing Agreement
January 22, 2024
DISCUSSION
In December 2022, Kinder Morgan discovered a damaged section of subsurface 16-inch pipeline in the area immediately southeast of Caruthers Park on property owned by Los Angeles County Flood Control and Caltrans. Following emergency repairs to this section of pipeline, Kinder Morgan is required by the State to conduct an environmental investigation in the surrounding area, which includes the installation of monitoring wells. Kinder Morgan has hired Jacobs Engineering to conduct this investigation. Jacobs Engineering has submitted a Letter of Intent (attached) to the City related to the investigation. The scope of work proposed by Jacobs in the LOI is broken into two separate phases described below.
Phase 1
Jacobs Engineering, on behalf of Kinder Morgan, is seeking an encroachment permit from the City to access Caruthers Park to conduct boring operations in order to sample soil and groundwater conditions in the area. This work would consist of using a drilling rig in the southeast corner of Caruthers Park as evidenced by Figure 1 of the Letter of Intent. The work would commence on January 30, 2024, and is expected to last five days, weather permitting. Following the boring operations, each location will be returned to its original condition.
Phase 2
This phase includes the development and installation of three monitoring wells on City property and proposed access to a fourth monitoring well on Caltrans property through Caruthers Park. The development of the monitoring well sites, in conjunction with long-term nature of accessing these areas will be memorialized through a licensing agreement issued to Kinder Morgan.
The proposed locations of the monitoring wells on City property are evidenced by Figure 2 of the Letter of Intent and include (1) the Caruthers Park parking lot, (2) the area just east of the Beach Street cul-de-sac and (3) the area just north of the Palo Verde Avenue cul-de-sac. Once completed, the surface profile of each well location will be a flush-mounted, traffic-rated well box, approximately 1 foot x 1 foot in size. For the monitoring well proposed on Caltrans property just south of the Caruthers Park fence line, Kinder Morgan has requested permission to construct a 10-foot-wide service road comprised of decomposed granite (DG) adjacent to the eastern fence line at Caruthers Park. This service road will provide vehicle access from the end of the Caruthers Park parking lot to the southeast corner of the park where a service gate will be installed by Kinder Morgan within the existing park fence currently in place.
Kinder Morgan anticipates these monitoring wells will be in place a minimum of five years or longer, depending on State requirements. As noted above, due to the long-term nature of this phase, the City Manager will develop a licensing agreement with Kinder Morgan specific to this work and access, identify all applicable fees, costs and rent to be paid by Kinder Morgan under the licensing agreement and will bring the agreement back before City Council for final approval.

Subject Letter of Intent – Kinder Morgan Iron-Wood Environmental Investigation Project Name Kinder Morgan Iron-Wood
Bellflower, California
From Malcolm Thomas/SCO
Alan Van Antwerp/Kinder Morgan
Date
January 10, 2024
1. Introduction
On behalf of Kinder Morgan, Inc. (Kinder Morgan), Jacobs Engineering (Jacobs) presents this letter of intent to the City of Bellflower, to conduct an environmental investigation of petroleum hydrocarbon impacts to soil and, potentially, groundwater from a release of fuel products from a damaged section of a subsurface 16-inch pipeline, located just south of the southern boundary of Ruth Caruthers Park, at 10500 Flora Vista Street in Bellflower, California (Figure 1 and 2). Work is proposed to be conducted within and around Ruth Caruthers Park. Work will be completed in two initial phases, accompanied by long-term access, and monitoring of installed groundwater monitoring wells. Below is a description of work, anticipated project schedule, and long-term access details.
2. Scope of Work
Phase 1:
Kinder Morgan is requesting a short-term encroachment permit to drill soil borings on City of Bellflower property, located at 10500 Flora Vista Street (Ruth Caruthers Park). Jacobs is planning on conducting a Direct Push Technology/Laser Induced Fluorescence (DPT/LIF) survey using a DPT drill rig and Dakota Technologies UVOST® LIF technology at up to four locations. Groundwater and soil samples will be collected from collocated borings immediately adjacent to LIF survey borings (Figure 1).
Soil borings are anticipated to be advanced to a depth of 40 feet below ground surface (bgs), with a 2-inch diameter bore. Borings will be backfilled per Los Angeles County Department of Public Health specifications and California Well Standards, and the surface will be completed like the original condition.
A boring construction diagram is included as Attachment A.
Phase 2:
Kinder Morgan is requesting a short-term encroachment permit to drill and construct three groundwater monitoring wells, in addition to a long-term license agreement for the three monitoring wells on City of Bellflower property (Figure 1). Wells will be installed using a hollow-stem auger drill rig. The planned groundwater monitoring well locations are shown on Figure 2. Proposed locations were selected to avoid existing pipelines and/or utilities.
-3-
January 10, 2024
2 Groundwater monitoring wells will be installed per Los Angeles County Department of Public Health specifications and the California Well Standards. Wells are anticipated to be installed to a depth of approximately 40 feet (bgs), with a maximum diameter of 4-inches. The surface profile of each well location will be completed with a flush-mounted, traffic-rated, 1-square foot well box. A well construction diagram is included as attachment B.
• Install one groundwater monitoring well within the southeastern parking lot of Ruth Caruthers Park (Figure 2).
• Install one groundwater monitoring well just east of the Beach Street caul -de-sac. • Install one groundwater monitoring well just north of the Palo Verde Avenue caul-de-sac (south of the 91-freeway)
To facilitate access to the Caltrans ROW located just south of Ruth Caruthers Park, Jacobs also proposes to access the Caltrans ROW from the southeast corner of Ruth Caruthers Park, via a proposed gate for vehicle access, installed within the existing southern fence line. The proposed gate would be made of similar material of the existing fence line. A construction diagram of the gate is provided as Attachment C. In addition, Kinder Morgan proposes the installation of a vehicle pathway, approximately 10 -feet in width, extending from the northern parking lot, to the southeast corner of the park. The proposed work is summarized as follows:
• Install vehicle access gate within southeastern fence line of Ruth Caruthers Park. • Install vehicle pathway from the parking lot to the proposed gate (decomposed granite material like the baseball diamond in-field), as shown on Figure 2.
3. Proposed Work Schedule
The Phase 1 field investigation is expected to commence January 30th. The project will be conducted on a 10-hour-a-day, 5-day-a-week basis (Monday through Friday, 7:00 AM to 5:00 PM). This work is expected to take approximately 5 business days to complete, The installation of the groundwater monitoring wells and proposed gate and associated pathway in the southeastern portion of Ruth Caruthers Park (Phase 2) is likely to commence in February 2024, requiring 10 to 14 days to complete.
Long-term Access
Groundwater monitoring wells will likely be accessed for 2-3 days on a quarterly basis, for at least the next 5 years, with exceptions to periods of enhanced assessment. The proposed gate in the southeastern corner fence line of Ruth Caruthers Park would be accessed via vehicle or on-foot with a similar frequency to access the groundwater monitoring well on Caltrans property. -4-

SUBJECT: Consideration and possible action to consider extending Dynasty Alliance Grow Inc.’s Cannabis Business Permits (“CBPs”) to continue operating cultivation and distribution facilities at 8832 Ramona Street through December 31, 2024.
Date: January 22, 2024
EXECUTIVE SUMMARY
On December 14, 2023, the City Council conducted its annual review of all Bellflower Cannabis Business Permits (“CBPs”) at a Special City Council Meeting. All permittees were required to provide certain certifications and operational information, including any calls for service or code enforcement actions over the permitted period, as well as revenue projections for the next three years.
Dynasty Alliance Grow, Inc. (“permittee”) indicated in its application that there was a law enforcement call for service relating to a burglary that occurred on April 21, 2023 – which resulted in the loss of approximately $250,000 worth of product. At the Special City Council Meeting held on December 14, 2023, inquiries were raised by the City Council regarding the permittee's adherence to the security provisions of the permit. Following discussion, the City Council provisionally extended the two CBPs allowing the permittee to continue to operate cannabis cultivation and distribution facilities at 8832 Ramona Street until January 31, 2024, subject to the submission of a new security plan by the permittee, and directed staff to bring the matter back for further Council consideration at the January 22, 2024, City Council Meeting.
The permittee has since provided documentation outlining the new security features recently added to the facility. The permittee clarified that the previously approved security plan remains unchanged with the addition of new measures as well. The applicant also confirmed that there is continuous on-site security, operating 24 hours a day, seven days a week as required by the conditions of the permit. On January 16, 2024, staff conducted an inspection of the facility and reviewed the additional security features along with the existing security plan to ensure compliance with the permittee's security requirements.
Upon reviewing the information provided and conducting the inspection, staff believe the conditions of the permit are satisfied. The security plan was made available for individual City Council Members to review.
Staff Report – Dynasty Alliance Grow, Inc. - CBP Renewals January 22, 2024
RECOMMENDATION TO CITY COUNCIL
1) Consider extending Dynasty Alliance Grow, Inc.’s CBPs for cultivation and distribution uses at 8832 Ramona Street through December 31, 2024; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
CBP permittees are required to pay the Cannabis Tax; Business License Tax; annual permit administration fee (currently $31,385); and the application review fee for CBP renewals ($6,357). Additionally, permittees are required to provide $5,000 annual contribution toward a drug education fund identified by the City. Dynasty Alliance Grow, Inc. has paid the application review fees, as well as a prorated amount for the one-month provisional renewal. If the CBPs are renewed through December 31, 2024, Dynasty Alliance Grow Inc. will be required to pay renewal fees for the remaining eleven months of the 2024 calendar year ($66,706).

THE LOS ANGELES COUNTY POOLED SURPLUS INVESTMENTS
The Treasurer and Tax Collector (the Treasurer) of Los Angeles County has the delegated authority to invest funds on deposit in the County Treasury (Treasury Pool).
As of November 30, 2023, investments in the Treasury Pool were held for local agencies including school districts, community college districts, special districts and discretionary depositors such as cities and independent districts in the following amounts:
The Treasury Pool participation composition is as follows:
Decisions on the investment of funds in the Treasury Pool are made by the County Investment Officer in accordance with established policy, with certain transactions requiring the Treasurer's prior approval. In Los Angeles County, investment decisions are governed by Chapter 4 (commencing with Section 53600) of Part 1 of Division 2 of Title 5 of the California Government Code, which governs legal investments by local agencies in the State of California, and by a more restrictive Investment Policy developed by the Treasurer and adopted by the Los Angeles County Board of Supervisors on an annual basis. The Investment Policy adopted on March 21, 2023, reaffirmed the following criteria and order of priority for selecting investments:
1. Safety of Principal
2. Liquidity
3. Return on Investment
The Treasurer prepares a monthly Report of Investments (the Investment Report) summarizing the status of the Treasury Pool, including the current market value of all investments. This report is submitted monthly to the Board of Supervisors. According to Local Agency

A Consideration and possible action to consider renewals for ten Cannabis Business Permits (“CBP”) for dispensary, cultivation, and distribution uses – Continued
Following discussion, it was moved by Council Member Sanchez, seconded by Council Member Santa Ines, and carried by the following roll call vote, to approve the renewal of three CBPs to operate a cannabis dispensary; cultivation; and distribution facility at 10040 and 10042 Artesia Place (Joint Forces, LLC):
AYES: Council Members - Morse, Sanchez, Santa Ines, Dunton and Mayor Santa Ines Mayor Koops
Permittee Representative for Dynasty Alliance Grow, Inc. (8832 Ramona Street) Berenice Cristerna responded to Council Members’ questions.
At the request of Mayor Koops, Permittee Representative Cristerna 1) explained the details of the burglary that took place at the facility, including that it involved drones surveying the property, various vehicles were on the property during the crime, they caused a lot of damage, and expressed the opinion that the criminals appeared to know where everything was; 2) confirmed that after the burglary she purchased a new security system which includes lights and sensors throughout the property, live surveillance with the ability for security to speak with anyone on the premises via a speaker; 3) expressed the opinion that her neighbors appreciate the new security system as they have also had issues with crime in the area; 4) emphasized that she would not put the safety of her security guard in jeopardy and per State law she would be in trouble for apprehending a trespasser on her property, so she directed her security guard to call the Sheriff’s Department if another incident occurs; and 5) stated that law enforcement found cellphones that presumably belonged to the suspects, but they didn’t have the resources to unlock the phones to uncover evidence, as they were in an Arab language.
At the request of Council Member Santa Ines, Permittee Representative Cristerna 1) confirmed that the security guard was not inside of the facility during the burglary; 2) clarified that video footage was captured during the burglary and provided to the law enforcement, noting that the outside footage was provided on a USB drive and the interior footage was captured by law enforcement on their cellphone; 3) expressed the opinion that the burglary was associated with “organized crime” and was planned; 4) expressed the opinion that the burglary was not an “inside job,” noting that the same employees remain with the business, the building site plan is submitted to the State of California, and although not a public record the site plan can be accessed by State employees; and 5) explained that she did not have insurance during the time of the burglary.

5 CONSIDERATION ITEMS – Continued
A Consideration and possible action to consider renewals for ten Cannabis Business Permits (“CBP”) for dispensary, cultivation, and distribution uses – Continued
4) Permittee Representative Cristerna stated that she wished she had the money to do more, a cultivation business is not like a dispensary business, she just spent $250,000 on new lights that only cover half of her facility, she understands the City Council’s concerns and is trying her best, her way of ensuring the security of her property is to double-cover with security, and invited the City Council to come and see the new system.
Following discussion, City Manager Stewart recommended the City Council 1) extend the permit to January 31, 2024; 2) direct Permittee Representative Cristerna to submit a new security plan for review; and 3) meet with the investigator from the Sheriff’s Department to clarify the facts of the case and determine what needs to be done moving forward to prevent a similar incident.
For the record, 1) Mayor Pro Tem Dunton suggested the City Council or staff schedule a site visit prior to another meeting on the matter; 2) City Attorney Berger stated that if the Council wanted to grant a provisional extension to the end of January, then one of the conditions would be to submit a new security plan in accordance with the conditions of approval that already exist, which may include a site visit; 3) Mayor Pro Tem Dunton considered other cannabis businesses and suggested their security plans be reviewed to see if they need to tightened up as well; 4) Permittee Representative Cristerna stated that she had gotten comfortable over time, even leaving her facility at 1:00 a.m. on occasion, but had learned her lesson; and 5) at the request of Mayor Pro Tem Dunton, City Manager Stewart confirmed that Dynasty Alliance Grow, Inc., paid taxes on the stolen product.
Following lengthy discussion, it was moved by Council Member Santa Ines, seconded by Council Member Morse, and unanimously carried by the following roll call vote, to 1) provisionally extend the two CBPs to operate a cannabis cultivation facility and distribution facility at 8832 Ramona Street until January 31, 2024, subject to the submission of a new security plan; and 2) directed staff to bring the matter back for further Council consideration at the January 22, 2024, City Council Meeting:

Following discussion, it was moved by Council Member Sanchez, seconded by Council Member Santa Ines, and carried by the following roll call vote, to approve the renewal of three CBPs to operate a cannabis dispensary; cultivation; and distribution facility at 10040 and 10042 Artesia Place (Joint Forces, LLC):

A Consideration and possible action to consider renewals for ten Cannabis Business Permits (“CBP”) for dispensary, cultivation, and distribution uses – Continued
At the request of Council Member Sanchez, 1) Deputy City Manager Sais clarified that outside video footage was provided to law enforcement, but the inside video footage was not provided by Permittee Representative Cristerna; 2) Permittee Representative Cristerna confirmed that her facility has approximately 90 indoor cameras, reiterated that law enforcement recorded the inside footage with their cellphone and said it was sufficient, and noted that the outside footage provided to law enforcement captured the suspects’ vehicles and drones; and 3) Director of Public Safety Hockman clarified that Permittee Representative Cristerna did not provide the indoor footage directly from the security system , the responding Deputy took a video of the indoor footage with a cellphone but it was not clear enough, and the indoor footage from the security system was requested by the investigator a couple times, but it had not been provided.
At the request of Mayor Koops, Director Hockman confirmed that a cellphone was recovered following the incident, but the Sheriff’s Department was unable to unlock it.
At the request of Mayor Pro Tem Dunton, 1) Permittee Representative Cristerna confirmed that she did not offer the indoor footage on USB; 2) in response to whether Dynasty Alliance Grow, Inc. was in compliance with the security provisions of the permit at the time of the burglary, Director Hockman stated that in speaking with investigators, there were two issues with the security plan during the time of the burglary: a) a gate was too heavy for the tracks and system, noting that this issue has been corrected; and b) during the follow-up investigation with the Sheriff’s Department a security guard was not mentioned as being present onsite at the facility, but is required to be onsite per the guidelines of the permit; and 3) City Manager Stewart requested and received confirmation from Director Hockman that a security guard is required, but was not present during the burglary.
For the record, 1) in response to Director Hockman’s and City Manager Stewart’s comments, Permittee Representative Cristerna stated that the security guard was present during the burglary, but was located in a trailer at the back of the property and not where the burglary occurred; and 2) Director Hockman reiterated that no guard was mentioned as being on site at all in the follow-up investigation report, noting that a detail such as that would be indicated on the report and the guard would be interviewed.

5 CONSIDERATION ITEMS – Continued
A Consideration and possible action to consider renewals for ten Cannabis Business Permits (“CBP”) for dispensary, cultivation, and distribution uses – Continued
In response to City Manager Stewart suggesting that the security guard be required to be in the facility, Permittee Representative Cristerna 1 ) expressed the opinion that the alarm system is better than a guard inside of the facility, noting that she could provide the documentation for the alarm system which is licensed through the State; and 2) explained that she does not want a security guard inside of the facility since there are security sensors throughout and she wouldn’t want anyone else breaking in and hurting the security guard, noting that the surveillance footage showed multiple suspects who would outnumber the guard .
At the request of City Manager Stewart, Deputy City Manager Sais read the security guidelines of the permit verbatim:
“If the cannabis business has a separate cultivation site, at least one security personnel must be present at that cultivation site on duty twenty-four hours per day, seven days per week. The security personnel must provide security inside the cannabis business, along the outside perimeter of the cannabis business, at parking sites immediately adjacent to the cannabis business and used by the members of the cannabis business, and sidewalks adjacent to the cannabis business. At least one security person must be on duty.”
Following discussion, at the request of Mayor Pro Tem Dunton, Permittee Representative Cristerna 1) confirmed that the guard in the trailer has no access to view the live security camera footage of the inside of the building; 2) explained that the new security system has access to the cameras at all times and was installed about three weeks following the burglary; and 3) noted that the security guard has a State license and was hired by her personally, not through a security company, so there were no protocols in place for the guard to keep logs.
Following discussion, 1) in response to comments from City Manager Stewart relative to the fact that this is an open case and she would still be able to provide the indoor video footage to law enforcement, Permittee Representative Cristerna, stated that the video footage is on her cellphone, but will automatically erase after 90 days; 2) Mayor Pro Tem Dunton stated that anyone can download a security video from a surveillance system and keep it for longer than 90 days; 3) at the request of City Manager Stewart, Director Hockman confirmed that the investigator requested the indoor footage on a USB drive at least twice and it had not been provided; 4) at the request of Mayor Pro Tem Dunton, Permittee Representative Cristerna confirmed that they have seen drones come b ack to her property three times since the burglary; and 5) at the request of Council Member Morse, Permittee Representative Cristerna stated that when the drones were observed, the security guard took a video, the new security system was activated, and a light is shone on the drones until they leave; and

Richard Osnaya addressed the City Council relative to an Administrative Citation he received as a property owner for illegal fireworks set off at his rental property, noting that his appeal of the matter resulted in a dismissal by the presiding judge and expressing the opinion that the appeal process was ridiculous and the City should return the money collected for similar citations or expect a class action lawsuit.
Andrew San Nicolas, Executive Director of Kingdom Causes Bellflower, provided an update on all the work the City helped them accomplish in 2023:
1) assisted 487 non-duplicated individuals with various services; 2) provided support services such as showers, food, hygiene kits, and case management services to 356 people; 3) assisted 32 people in getting jobs through GSI (Good Soils Industries), 18 of which are permanent; 4) helped 64 renters at risk of becoming homeless be able to retain their housing through program assistance; and 5) helped 30 homeless individuals get off the street and into their own homes, including three of which had been living at the New Hope Shelter for more than a year and are now in permanent housing.

In response to comments provided relative to “Bellflower Connect”, “5-G” networks, and “15-minute cities”, 1) Mayor Koops stated that the City took down the questions asked and may have a forum to provide answers, so the speakers do not feel that they are being taken advantage of; 2) Council Member Santa Ines confirmed that there has been no discussion regarding “15-minute cities” by the City Council and requested that staff reach out to the speakers who voiced concerns relative to this matter to ask what the connection is between Bellflower Connect and “15-minute cities”, as from the City’s perspective there is no connection between the two; 3) City Attorney Berger confirmed that Bellflower Connect is broadband, wireless access from anywhere within the City, the funding was provided through ARPA funding which was approved during the pandemic, there is no deep-seeded conspiracy to create some sort of world order in Bellflower as far as he’s aware of, and it is simply optional Wi -Fi access; [Continued on next page.]

4) Mayor Pro Tem Dunton suggested that the recent presentation regarding Bellflower Connect be placed on the City’s webpage to provide clarity; 5) City Council Member Sanchez requested that Director DellaLonga put on the record that the ARPA funding was used mainly due to the COVID pandemic, when it became very apparent that there was a huge digital divide as many families could not afford internet services and did not have the proper bandwidth to do homework online, participate in school, or work remotely, and that is the reason why ARPA funding was allowed for this kind of use; 6) Director DellaLonga stated that there was a whole webpage dedicated to information relative to Bellflower Connect; and 7) Council Member Morse stated that the key word for this matter is “optional.”
For the record, 1) Mayor Koops briefly introduced City Manager Smoot, City Attorney Berger, and City Clerk Ochiqui; and 2) at the request of Mayor Koops, City Manager Smoot provided a brief biography of his career leading to his recent appointment as City Manager, noting that he has worked for the City twice before and worked with the previous two City Managers.

SUBJECT: Consideration and possible action to adopt Resolution No. 24-02 – A Resolution approving application(s) for specified grant funds from Budget Act 2022/23, 19.561(b)(34) for $2,700,000 to the City of Bellflower, for the City of Bellflower capital outlay related to The Oak Center.
DATE: January 22, 2024
EXECUTIVE SUMMARY
In late 2023, Senator Assembly Speaker Emeritus Rendon’s office notified the City that $2,700,000 in grant funds is being awarded to assist with the construction of The Oak Center, a new community center serving youth and senior citizens. The next step in this funding process requires a resolution be adopted by the City Council agreeing to the grant contract terms, approving the submittal of future project applications, and authorizing the City Manager, or designee, to execute and deliver related documents as are reasonably required to obtain grant funding. After the State Office of Grants and Local Services (OGALS) receives the adopted City Council resolution, the City Manager will be required to enter into the grant contract with the California Department of Parks and Recreation (the “Department”).
Subsequently, the City Manager, or designee, will submit project specific grant applications related to The Oak Center to the Department for issuance of funds.
RECOMMENDATION TO CITY COUNCIL
1) Adopt Resolution No. 24-02; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The City has budgeted $12,369,449 for The Oak Center project in Fiscal Year 2023/2024, in account nos. 010-47604-9000, 030-47604-9000, and 070-47604-9000. If adopted, the resolution will allow the City to obtain additional grant funding in the amount of $2,700,000 from the Department, on a reimbursable basis, which will further reduce the overall financial burden to the City.

Staff Report – Resolution No. 24-02, Approving Application(s) for Local Assistance Specified Grants
January 22, 2024
ENVIRONMENTAL REVIEW
The City reviewed the environmental impacts of the proposed Ordinance pursuant to the California Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”) and the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the “CEQA Guidelines”). CEQA Guidelines §§ 15060(c)(2), 15061(b)(3), and 15378 exempt activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, activities where there is possibility that it may have a significant effect on the environment, and activities that do not constitute a “project” as defined, respectively. This activity is primarily a legislative tool to assess budgetary priorities and does not approve any of any specific projects for construction, and therefore does not have the potential to have a significant effect on the environment. Accordingly, no further review is required.
DISCUSSION
Construction of the Oak Center is anticipated to begin in the spring of 2024. The current cost estimate for the Oak Center project is $10,750,000 million for construction and an additional $350,000 for furnishings at the new facility. The project is fully funded through a combination of sources, including a $2.1 million dollar state grant and General Fund savings related to the American Rescue Plan Act of 2021 (“ARPA”). The new funding source offered by the Department will allow the City to better anticipate inflating construction costs and save on General Fund costs specific to this project.
The application and funding process for this grant has been evolving and seems likely to continue evolving over the coming weeks; staff is scheduled to attend required training sessions and has been in close contact with the State’s Administrative Project Officer to stay up to date with changes. The most up to date Procedural Guide is attached, please note that dates are meant to be a guide only and have changed frequently since staff has been made aware of this funding.

2 CITY OF BELLFLOWER
RESOLUTION NO. 24-02
A RESOLUTION APPROVING APPLICATION(S) FOR SPECIFIED GRANT FUNDS FROM BUDGET ACT 2022/23, 19.561(b)(34) $2,700,000 TO THE CITY
OF BELLFLOWER, FOR THE CITY OF BELLFLOWER CAPITAL OUTLAY
RELATED TO THE OAK CENTER
THE CITY COUNCIL RESOLVES AS FOLLOWS:
SECTION 1. Recitals. The City Council finds and declares as follows:
A. This Resolution relates to the State Department of Parks and Recreation (the “Department”) award of grant monies to the City for capital improvements, including construction of The Oak Center.
B. On August 31, 2023 Senator Rendon notified the City that $2,700,000 in grant funds were being awarded to the City to assist with the construction of The Oak Center.
C. The Oak Center is a proposed new community center that will, among other things, serve youth and senior citizens.
D. The State Department of Parks and Recreation has been delegated the responsibility by the Legislature of the State of California for the administration of a grant to the City of Bellflower, setting up necessary procedures governing application(s).
E. The Department established a procedural guide that it provided to the City on January 8, 2024, which is attached as Exhibit A and incorporated by reference.
Said procedures established by the State Department of Parks and Recreation require the applicant’s Governing Body to certify by resolution the approval of project application(s) before submission of said application to the State; and
The applicant will enter into a contract with the State of California to complete projects; and
F. The City reviewed this Resolution’s environmental impacts under the California Environmental Quality Act (Public Resources Code §§ 21000, et seq., “CEQA”), the regulations promulgated thereunder (14 Cal. Code of Regulations §§15000, et set., the “CEQA” Guidelines”), and the City’s Environmental Guidelines.
G. This Resolution is adopted based upon the entirety of the administrative record including, without limitation, the staff report submitted by the Director of Parks and Recreation.

Resolution No. 24-02
SECTION 2. Factual Finding. The City Council:
A. Approves the filing of project application(s) for specified grant project(s); and
B. Certifies that said applicant has or will have available, prior to commencement of project work utilizing specified grant funds, sufficient funds, including those provided by this grant, to complete the project; and
C. Certifies that the applicant has or will provide sufficient funds to operate and maintain the project(s); and
D. Certifies that the applicant has reviewed, understands, and agrees to the General Provisions contained in the contract shown in this Procedural Guide; and
E. Delegates the authority to the City Manager, or designee to conduct all negotiations, sign and submit all documents, including, but not limited to, applications, agreements, amendments, and payment requests, which may be necessary for the completion of the project scope(s); and
F. Agrees to comply with all applicable federal, state, and local laws ordinances, rules, regulations and guidelines.
SECTION 3. Authorization and Direction. The City Manager or designee is authorized and directed to enter into a grant contract with the Department, execute and deliver such applications, agreements and related documents as are reasonably required by the Department to obtain grant funding. The City Manager or designee is designated as the Authorized Representative in connection with the grant funds from Budget Act 2022/23.
SECTION 4. Environmental Assessment. CEQA Guidelines §§ 15060I(2), 15061(b)(3), and 15378 exempt activities that will not result in a direct or reasonably foreseeable indirect physical change in the environment, activities where there is possibility that it may have a significant effect on the environment, and activities that do not constitute a “project” as defined, respectively. This activity is primarily a legislative tool to assess budgetary priorities and does not approve any of any specific projects for construction, and therefore does not have the potential to have a significant effect on the environment. Accordingly, no further review is required.
SECTION 5. Limitations. The City Council’s analysis and evaluation of the project is based on the best information currently available. It is inevitable that in evaluating a project that absolute and perfect knowledge of all possible aspects of the project will not exist. One of the major limitations on analysis of the project is the City Council’s lack of knowledge of future events. In all instances, best efforts were made to form accurate assumptions. Somewhat related to this are the limitations on the City's ability to solve what are in effect regional, state, and national problems and issues. The City must work within the political framework within which it exists and with the limitations inherent in that framework.

The absence of any particular fact from any such summary is not an indication that a particular finding is not based in part on that fact.
SECTION 7. Construction. This Resolution must be broadly construed to achieve the purposes stated in this Resolution . It is the City Council’s intent that the provisions of this Resolution be interpreted or implemented by the City and others in a manner that facilitates the purposes set forth in this Resolution.
SECTION 8. Severability. If any part of this Resolution or its Application is deemed invalid by a court of competent jurisdiction, the City Council intends that such invalidity will not affect the effectiveness of the remaining provisions or applications and, to this end, the provisions of this Resolution are severable.
