Staff Report – Installation of passenger loading zones and a school bus loading zone serving Thomas Jefferson Elementary School at 10027 Rose Street February 12, 2024
DISCUSSION – Continued
To better facilitate student drop off and pick up, the City is proposing to install two (2) passenger loading zones and one (1) forty (40) foot school bus loading zone fronting the school on Rose Street. The purpose of the loading zones is to provide designated areas for the loading and unloading of students. Parking would be restricted on Monday, Tuesday, Thursday and Friday between the hours of 8:15 a.m. to 8:45 a.m. and 3:00 p.m. to 3:30 p.m. and Wednesday between 1:30 p.m. to 2:00 p.m. Outside of these hours, parking would not be restricted. Additionally, the City is proposing to install a third loading zone directly behind the school on Cedar Street with the same parking restrictions. The location of the proposed changes is illustrated in the attached aerial photograph.
On November 7, 2023, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its November 21, 2023, meeting. To date the City received no response to the notifications, however three (3) residents attended the meeting and spoke in favor of the proposed passenger loading zones and school bus loading zone if there was enforcement.
Following discussion from the Public Safety Commission at the November 21, 2023 meeting, staff requested letters of support from both the Bellflower Unified School District and the Los Angeles County Sheriff’s Department. In addition, staff revised the loading zone on Rose Street to no longer include the section at the northeast corner of Rose Street and Ibbetson Avenue as part of the passenger loading zone. Staff subsequently brought back this item to the Public Safety Commission’s January 16, 2024, meeting at which time the Commission recommended approval of the passenger loading zones and forty (40) foot school bus loading zone.
