14-G
TO: Honorable Mayor and Members of the City Council

ATTENTION: Ryan Smoot, City Manager

FROM: Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer

SUBJECT: Consideration and possible action to authorize the Director of Public Works, or designee, to install an on-street disabled parking space (blue curb) at 9722 Park Street (C.E.# 24-01).

DATE: February 12, 2024

EXECUTIVE SUMMARY

On January 16, 2024, the Public Safety Commission considered and subsequently recommended to the City Council the installation of an on-street disabled parking space (blue curb) pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04. This action would approve the installation of an on-street disabled parking space (blue curb) at 9722 Park Street.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the Director of Public Works, or designee, to install an on-street disabled parking space (blue curb) at 9722 Park Street; or

2) Alternatively, discuss and take other action related to this item.

FISCAL IMPACT

The estimated cost to install the on-street disabled parking space (blue curb) is $300.

Funds are budgeted in Account No. 010-43170-3100 (Street Maintenance Traffic Paint).

DISCUSSION

The City recently received a request from a tenant at 9722 Park Street to install one on- street disabled parking space (blue curb). In response to this request, the City Engineer conducted a site visit and discussed the matter with the resident to better understand the need for the blue curb. Since both the resident and her husband suffer from medical conditions and possess disabled placards, they are requesting an on-street disabled parking space in addition to the space currently available to them onsite.

DISCUSSION – Continued

The subject property consists of multiple units with one (1) assigned on-site parking space for each unit. There is no other on-site parking provided requiring the use of on-street parking for their second vehicle. Due to the limited mobility by both residents, an on-street disabled parking space would create the shortest accessible path of travel for the second vehicle. Hence the installation of one twenty (20) foot on-street disabled parking space is recommended. The location of the proposed blue curb is illustrated in the attached aerial photograph.

On January 3, 2024, the City provided notice to area residents of this request and that this matter would be brought before the Public Safety Commission at its January 16, 2024, meeting. To date the City has received no response to the notification.
