14-D

TO: Honorable Mayor and Members of the City Council

ATTENTION: Ryan Smoot, City Manager

FROM: Joel Hockman, Director of Public Safety

SUBJECT: Consideration and possible action to authorize the City Manager to execute Amendment No. 8 to Agreement File No. 813, in a form approved by the City Attorney, with Southwest Patrol, Inc., to increase the compensation for security guard patrol services.

DATE: March 25, 2024

EXECUTIVE SUMMARY

On October 23, 2023, the City Council created a two Council Member Ad Hoc Committee (“Committee”) comprised of Mayor Koops and Council Member Sanchez to review public safety services and the City’s response to public safety concerns in Bellflower. Part of that review included a review of the services provided by Southwest Patrol. Following the Committee’s review of Southwest Patrol Services, the Committee and staff are recommending adding three 40-hour per week, armed guards to better address quality-of-life concerns throughout the City. These guards would be in addition to the existing services, and work staggered shifts primarily in the late evenings and early mornings where coverage is currently not available.

While the cost of this additional service is being offset with savings from budgeted but underfilled Sheriff’s positions, this action requires budget amendments to increase the allocations for additional security guard patrol services.

RECOMMENDATION TO CITY COUNCIL

1) Authorize the City Manager to execute Amendment No. 8 to Agreement File No. 813, in a form approved by the City Attorney; and

2) Approve the budget amendments as specified in the Fiscal Impact section; or

3) Alternatively, discuss and take other action related to this item.

Contract cost increases will be funded with budget cuts in other line items resulting in an overall budget savings of $336,108 in FY 2023-2024 and $311,902 in FY 2024-2025 as follows:

For fiscal year 2023-2024, increase the budget for Account Nos. 010 -42192-2230 and 100-42192-3560 (Southwest Patrol) by $258,000 ($208,000 and $50,000, respectively) for a new combined total of $757,000; and decrease the budget for Account No. 010-42130-2200 by $90,821 (3 months of a SAO), Account No. 010-42172-2200 by $363,287 (12 months of a no-call traffic car), and Account No. 010-42129-2230 by $140,000 (L.A. County Mental Evaluation Team).

DISCUSSION

The flexibility, control, and cost-effectiveness of the City’s contracted security services has proven to be a useful method of dealing with quality-of-life concerns such as:
suspicious people, camping in public, trespassing after hours, etc. The armed guards are generally able to respond more quickly than LASD and are generally able to address the issues without needing assistance from LASD deputies.

In recent years, the number of regional cities that have contracted with Southwest has increased significantly, many of which first contacted the Bellflower Public Safety Department to discuss our ongoing program with this company.

The primary objectives of this patrol are to address: individuals residing in the parks after hours, illegal camping within the City’s public/private commercial thoroughfares, unlicensed street vendors, and generally suspicious behavior as determined by the officer. The Contractor is required to provide a log of patrol activities/actions taken by the security guard to the City’s Director of Public Safety.
