A revised license agreement will need to be prepared to allow the developer to utilize Parcel C for parking, a trash enclosure, and a portion of the drive aisle. Staff recommends the City Council authorize the City Manager to execute the land swap with Bellflower Cedar, LLC. It should also be noted that the CUP for the drive -through on the second pad expired on April 3, 2024 The developer has submitted a time extension request, which is tentatively scheduled for the April 15, 2024, regular Planning Commission meeting.
