TO:Honorable Mayor and Members of the City Council
ATTENTION:Ryan Smoot, City Manager
FROM:Len Gorecki, Assistant City Manager/Director of Public Works Jerry Stock, City Engineer
SUBJECT:Consideration and possible action to authorize the Director of Public Works, or designee, to install time-based parking restrictions in the 8800 block of Palm Street (C.E.# 24-04).
DATE:May 13, 2024
EXECUTIVE SUMMARY
This action would approve and authorize the installation of time-based parking restrictions in the 8800 block of Palm Street pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install the time-based parking restrictions in the 8800 block of Palm Street; or
2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to install the time-based parking restrictions is $300. Funds are budgeted in Account Nos. 010-43170-3100 (Street Maintenance Traffic Paint) and 010-43180-3100 (Street Maintenance Street Signs).
DISCUSSION
The City received a request from the Facilities and Safety Manager of Habitat for Humanity of Greater Los Angeles (Habitat for Humanity) to extend the existing red curb parking restrictions an additional 40 feet on the north side of the street in the 8800 block of Palm Street. The City Engineer spoke with Habitat for Humanity’s Facilities and Safety Manager to better understand their needs. The basis of the request is to improve access to their loading/unloading dock area at the rear of their property on Palm Street.
Currently, vehicles parked in that area impede semi-trucks from safely entering and exiting the loading dock area.

Staff Report – Installation of Time-Based Parking Restrictions in the 8800 block of Palm Street
May 13, 2024
DISCUSSION – Continued
On March 5, 2024, Public Works staff provided notice to area residents of the request to extend the existing red curb parking restrictions. During the preparation of the staff report for the March 19 Public Safety Commission meeting, staff determined that the item should be tabled to allow for additional review as the original request for 40 feet would not be sufficient to clear ingress and egress for their loading dock.
On March 28, the City Engineer and Director of Public Works conducted a site visit to better assess the need for restricted parking. Rather than extending the existing red curb that restricts parking all the time, the City is proposing to install 112 feet of time-based parking restrictions. Parking would be restricted Monday – Friday from 9:00 a.m. to 5:00 p.m. These were the operating hours provided by Habitat for Humanity. Outside of these hours, parking would not be restricted. The location of the proposed change is illustrated in the attached aerial photograph.
On April 2, 2024, Public Works staff re-noticed area residents that a request to install time-based parking restrictions would be brought before the Public Safety Commission at its April 16, 2024, meeting. The City Engineer presented the request at this meeting and the Public Safety Commission recommended that the request to install the proposed time-based parking restrictions be forwarded to City Council for approval.

Dear City Engineering Department,
I hope this letter finds you well. I am writing on behalf of Habitat for Humanity of Greater Los Angeles located at 8739 Artesia Blvd.Bellflower, CA 90706.We are reaching out to request your assistance in improving access to our loading entrance area on Palm Ave,on the rear side of Habitat for Humanity building.
Our organization relies heavily on the efficient loading and unloading of goods and supplies for our operations. However, we have been experiencing significant difficulty due to the presence of parked vehicles in close proximity to our loading entrance area. Specifically, trucks attempting to back into the loading dock encounter challenges maneuvering safely and effectively when vehicles are parked too close.
To address this issue and ensure the smooth flow of operations, we kindly request the installation of a 40 foot red curb extension along Palm Ave, adjacent to our loading dock area or request a no parking zone. This would help to prevent vehicles from parking too close to the loading dock entrance area, allowing trucks the necessary space to maneuver safely and facilitating efficient loading and unloading procedures.
We understand the importance of parking availability in the area and are willing to be flexible regarding these restrictions. We propose limiting the red curb extension restrictions or no parking zone area to Monday through Saturday, from 8:00 AM to 5:00 PM, to accommodate the loading and unloading activities during regular business hours.
We believe that implementing a red curb extension or a no parking zone in this area would greatly alleviate the current challenges we face and contribute to the overall improvement of traffic flow and safety in the vicinity of our facility.
Thank you for considering our request. We are available to provide any additional information or assistance you may require. We look forward to a positive response and the opportunity to work together to enhance the accessibility and functionality of our loading dock entrance area.
Sincerely,
Michael Solorzano
Facilities and Safety Manager
