Staff Report – Authorizing Additional Positions – Public Works May 28, 2024
BACKGROUND
In recent years, there has been a steady increase in the number of requests the Public Works Department receives on the weekends for graffiti removal and large bulky items that are illegally dumped in the public right-of-way.
To better respond to these community requests in a timely fashion, the department is proposing to establish a new Public Works Weekend Crew that will perform weekend and off-Friday Public Works maintenance duties that would include graffiti abatement, bulky item pick-up, emptying of boulevard trash cans, sign removal on utility poles and other miscellaneous tasks assigned. The addition of this crew will ensure that the City can appropriately respond to requests 7 days a week.
The crew would consist of one (1) Full-Time Crew Leader (new position); one (1) Full-Time Maintenance Worker I/II (new position); and two (2) Part-Time Maintenance workers (new positions). The crew will be divided into two (2) groups, each with a FT staff and a PT staff. One group will focus on graffiti abatement needs and the other group will address bulky items and trash. Both teams will patrol known hot-spot areas and respond to work order requests and/or direction from their supervisors. The crew will overlap weekday duties and provide dedicated weekend and off-Friday coverage.
The estimated annual costs for this additional labor are estimated to be $377,973. The estimated annual cost of supplies, materials and fuel is $27,183.
The final item to be considered as part of the development of the weekend crew would be the purchase of a new graffiti truck. Currently there is only one graffiti truck in the City’s fleet that is a 2015 model with nearly 102,000 miles and is powered by a CNG engine that has been problematic. Additionally, the paint pumps and spray units on the vehicle experience frequent breakdowns due to the nature of their use. While these repairs are basic, they do require the unit to be out of service for a day or more causing delays in our ability to respond to daily graffiti removal. The Department has planned for the purchase of a replacement truck to be included in the FY25-26 budget planning process, we are recommending that this purchase order be expedited to avoid delays.
It is recommended that the new truck be a standard gas unit to increase its reliability.
We have reached out to a vendor familiar with vehicles of this nature and they were able to provide an estimated cost of $165,000 and a timeline of 8-12 months minimum for delivery. The new truck would be in addition to the existing truck, giving the City two graffiti removal trucks.
While the purchase of this vehicle is not currently included in the 2023-2025 Adopted Budget, we are requesting authorization to order the vehicle now and include the costs in the next budget cycle to avoid further delays in acquiring the necessary equipment.
The proposed Weekend Crew within the Public Works Department will enable the department to effectively adapt to the continually evolving needs of the community and will significantly enhance the visual appeal of public spaces, making the city more attractive to residents and visitors alike.
