TO: Honorable Mayor and Members of the City Council
ATTENTION: Ryan Smoot, City Manager
FROM: Brian McNerney, Interim Director of Public Safety
SUBJECT: Consideration and possible action to authorize the City Manager to execute Amendment No. 2 to Agreement File No. 245.1, in a form approved by the City Attorney, with All City Management Services, Inc. (“ACMS”), for crossing guard services for the 2024-2026 school years.
DATE: August 26, 2024
EXECUTIVE SUMMARY
This action would authorize the City to amend Agreement File No. 245.1 with All City Management Services, Inc. (“ACMS”), for crossing guard services for the 2024-2026 school years, and authorize the City Manager to execute the Agreement.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the City Manager to execute Amendment No. 2 to Agreement File No. 245.1, in a form approved by the City Attorney; and
2) Approve a budget amendment to increase the appropriation in Account No. 010 - 42054-2050 by $37,015, to $252,342; or
3) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The total annual payment will be an amount not to exceed $252,342.09 for the 2024-2025 school year and $272,929.44 for the 2025-2026 school year. Sufficient funds will be requested for Account No. 010-42054-2050 in the 2025-2026 and subsequent operating budgets.
DISCUSSION
The City has contracted with ACMS for crossing guard services for approximately 28 years. This agreement maintains guards at 14 locations throughout the City. Overall, the hourly rate for the 2024-2025 school year has increased from $24.10 per hour ($15.50 paid directly to the guard) to $30.03 per hour ($18.00 paid directly to the guard), which represents an increase of approximately 25%. For the 2025-2026 school year the hourly rate will increase from $30.03 per hour to $32.48 per hour ($19.50 paid directly to the guard), approximately an 8% increase.

Staff Report – All City Management Services Amendment No. 2 to Agreement No. 245.1 for Crossing Guard Services
August 26, 2024
DISCUSSION – Continued
The reason for the large hourly rate increase is a combination of liability/workers compensation rate increases and most notability labor market challenges as ACMS tries to remain competitive with its crossing guard compensation. Surrounding cities, such as Paramount, Lakewood, Downey, and Norwalk, each offer hourly rates paid directly to their guards in the amount of $18.50 per hour for the 2024-2025 school year. ACMS is increasing their hourly rate paid directly to their crossing guards from $15.50 to $18.00 for the 2024-2025 school year and to $19.50 for the 2025-2026 school year. Additionally, the minimum wage increase for fast food workers has had a ripple effect across the board for near minimum wage positions as ACMS faces difficulties with recruiting new crossing guards. The overall increase, which is significant, allows ACMS to remain competitive in their compensation and ensures our crossing guard program is fully staffed.
2023-2024 School Year
Full Hourly Rate Amount Paid to Crossing Guard
$24.10 $15.50
2024-2025 School Year
Full Hourly Rate Amount Paid to Crossing Guard
$30.03 $18.00
2025-2026 School Year
Full Hourly Rate Amount Paid to Crossing Guard
$32.48 $19.50
New to this year’s agreement is separating out the summer school crossing guard costs from the regular school year. In past years there was no accounting for summer school costs which resulted in additional spending beyond what was budgeted; 6% over in fiscal year 2021-2022, 9% over in fiscal year 2022-2023, and 8% over in fiscal year 2023-2024.
The overall costs for the 2024-2025 and 2025-2026 school years now include estimated summer school hours, which are on an as needed basis and may fluctuate.
