BACKGROUND
> History Of Building and Safety Contract in Bellflower Overarching goal of the Building and SafeyDivision is “to ensure that development occurring within the City' Is done" In an orderly, safe, and efficient manner while providing unparalleled customer service and support for residents and businesses in the City of Bellflower.

As-with any City, development and redevelopment activities fluctuate‘over time, and code requirements and standards shiftand' change along with them. The City’s services must also adjust to meet the changing needs and requirements of'the building community as a whole to ensUre Bellflower remains competitive in attracting and retaining new development and redevelopment.

Since the City incorporated in 1957 until 1997, the City's Building and Safety Services were provided by the County of- Los Angeles. In 1997,. the City Council approved the transition from full—service Building and Safety operations provided by the County to a combination of' both in—house- staff (e.g., Code Technician and Building Inspectors) and ' contracted staff (e.g., Plan Checkers and Building Official). The purpose of this transition was to provide better customer service at reduced cests. Following the City Council' s approval of the transition, an RFP was released to solicit proposals for contract plan check review and Building Official services.

Since‘1997, the City's Building and Safety Services have been either partially or fully provided on a contract basis. as follows:

1. Transtech Engineers from 1997—2000

2. P&D. Consultants from. 2000-2006

3. BroadSpec from 2006-2020 (formerly P&D)

4. SafeBuilt, also known as lnterwest from 2020- Present (Acquired BroadSpec)

BACKGROUND _ Continued
By 2015, Building and Safety services, including staffing, were entirely provided on a contract basis. In 2019, the City Council also authorized the Building Official to enforce the Fire Code and act as the City’s Fire Marshal, thereby increasing the scope of contract services being provided to the City. In early 2020, BroadSpec was acquired by a'firm called SafeBuilt. Around the same time, SafeBuilt acquired several other companies, including a firm called lnterwest (“collectively, the “Service Provider"), who is currently managing and providing these services. The current Service Provider has provided Building and Safety as well as Fire services to the City, which includes permitting, plan checking, and inspection services since 2020.

0 Current Agreement (AFN No. 428 & Amendments)
Since 2006, BroadSpec’s and subsequently SafeBuilt’s Agreement with the City provided for a “monthly retainer" or a “flat fee" for services. The amount of the monthly retainer/flat fee increased when additional staffing or service was needed. As such, there were a total of 10 Amendments to the Agreement over the course of the last 18 years, which included adjustments to staffing levels, additional services, hourly rates, and the assignment from BroadSpec to SafeBuilt.

The current Agreement provides for a total of 6 staff members, both part-time and full- time, as follows:

Building Official: 1 part-time — Up to 24 hours per week Plan Checker: 1 full-time — Up to 36 hours per week
Senior/Commercial Plan Checker — 1 part-time — Up to 2 hours per week Senior Building Inspector — 1 full-time — Up to 36 hours per week Building Inspector — 1 full-time — Up to 36 hours per week Counter Tech Manager/LT. Manager/Project Manager — 1 full-time — Up to 36 hours per week

BACKGROUND —- Continued
The Agreement has also been supplemented since 2019 to add plan review and inspection services related to enfOrcing the Fire Code and the costs. of these additional- serv'ices have been accounted for in addition to the regular centract Costs. Currently, the Agreement and its. subsequent Amendments are not specific to Fire services and the associated costs. Fire services are, being conducted. as “additional services" under Section 5(b) of Agreement File No. 428.

0. Request for Proposals for Building and. Fire Services In recent years following the replacement of the City’s long-time Building Official, and with high staff turnover, the City began to receive complaints from developers, residents, and design professionals regarding the timing and comments received through the plan. check process. In early 2024, City staff requested a series of- regular meetings with the ’current Service Provider to dismiss the status of the services ,and toaddi‘ess the complaints received. Following the loss of the City’s replacement Building Official in 2024, City staff and the Service Provider identified a backlog of mere than 37 plan checks and reviews.

Staff evaluated the existing Agreement arid level of service provided and decided to proceed with releasing an RFP for competitive proposals for, among others, the following reasons:

1. The last competitive RFP process for Building Services wasover 20 years ago; '2. The Fire services provided is not specified in the current Agreement;

3. The personnel changes have impacted the level of service prOVided. to the City and the effectiveness ,and consistency of the Building Division; and

4. The City’s ongoing efforts to streamline. improve, and modernize its services ' and operations, including the Building .and Fire services we provide.

City staff notified the Service Provider that ‘it would be releasing an .RFP and welcomed the Service Provider‘to submit a proposal through'that process. On March 25, 2024, the City-Council authorized the release of a, RFP fer these services.

City staff evaluated the proposals and determined that the staffing levels and the costs differed tremendously amongst the proposals making it challenging to compare proposals on an even scale. The cost proposals varied between $864,000 and $2,340,000 with some companies proposing additional add-on costs such as taking a percentage of permit fees collected. On July 8, 2024 and July 9, 2024, interviews were held with all six companies. To better normalize the actual costs for services needed and to be able to evaluate proposals on a more even scale, all of the companies were asked to complete a sample worksheet that consisted of a set number of staff, hours, hourly rates, and the total costs associated with it.

The following table illustrates the original cost proposals vs. the costs based on the sample worksheet:

Based on the proposal evaluations and interviews, Willdan Engineering was determined to be the highest rated proposer. Staff entered into negotiations with Willdan and based on concerns related to the cost proposal, staffing levels, and personnel, a revised cost proposal was submitted on July 26, 2024 which is discussed in more detail below.

Willdan has committed to meeting the expected turnaround times and committed to expedite-subsequent reviews, which are expected 'to be 5 business days for residential projects and 7 business for commercial/industrial projects.
..> Multiple Disciplines
As mentioned previously. Willdan has expertise "in multiple disCiplines; beyond Building - and Safety, including planning, environmental, and engineering. As the service needs in the City change periodically, it is beneficial to have an Agreement with a company that provides services across. multiple disciplines. The process of hiring contract staff or specialized services for a Specific project will be streamlined if planning, environmental, engineering, or related serViOes are needed in the future. > Cost Proposal
For the staffing level proposed, the base cost for contract services is $1,253,200 for Year 1 of‘the three-year term. Fire services will "be provided on an as-needed basis and in accordance with the ,hourly rates provided in the fee schedule. Staff estimates an additional $39,000 for Fire services for Year 1. Annual adjustments to hourly ratesm'ay be reqUested but are proposed to be limited to CPI, and in no event can 5% in a given year (9.9., GP] or 5%, whichever is lower). Staff proposes a not-to-"exceed cost of $4,500,000 for a three-year term which includes a contingency to allow .for flexibility and fluctuation in service needs over the term.

Based on estimated activity at the time of adoption of the FY 24-25 budget, an allocation of $890,000 for these services was included. A budget amendment for an additional $410,000 .is requested for FY 24-25 to account for eXisting activity; and the additional services underthis agreement. Willdan Plans Examiners will adhere to the City of Bellflower’s response turnaround schedule as follows:

I Ten (10) business days for residential projects
I Fourteen (14) business days for commercial and industrial projects I Other timetables available upon written request of the City We understand prompt response times are important to both the City and the development community.

If the City of Bellflower chooses, Willdan will provide expedited response times for second (2“) submittals and beyond as follows:

I Seven (7) business days for commercial and industrial projects Complete Ind-louse Building and ‘5

Electronic Plan Review
For over 20 years, Willdan furnishes Cities with the option of complimentary electronic plan review. Not only does this expedite the plan review process, but it also reduces the Applicant's costs for printing. This service is a paperless solution requiring no additional software/hardware.

Submittals are accepted in PDF format and reviewed in Bluebeam. The Plans Examiners will transmit the redlined plans and written corrections lists back to City Staff via the Willdan portal at http://wilIdan.com/new/clientLinks.aspx#planreview . This service allows for on-line collaboration between the City, Licensed Professionals/Designers/Property Owners, and 12.7% Plans Examiners to facilitate a complete understanding of the review comments. City Staff, Licensed Professionals, and Property Owners will have 24-hour access to track plan review status and review redlines/comments. The City of Bellflower will have full access to the site to log and track all projects. If the City of Bellflower chooses not to utilize the electronic plan review services, Willdan will supply the City with plan bags and shipping labels as well as Willdan's FedEx and GLS account numbers.

Building Inspection Services
Willdan's Inspectors are ICC certified and qualified to perform residential, commercial, and industrial inspections ensuring construction complies with the City approved plans building codes and standards, accessibility/life-safety, and supplemental documents. To comply with the City’ 5 request, Willdan " lnspectors will complete daily inspections of active Permits. They are responsible for preparing the daily inspection lists/schedules, coordinate inspections with various City Departments (when applicable), interact professionally with Contractors/Developers/Property Owners during field inspections, conduct twice daily office hours for one-on-one guidance, input inspection results and notations into the City’s database, finalize Permits, expire Permits after one (1) year from Permit issuance if there has not been a successful inspection during that time, and respond to on-call and emergency inspections (when applicable) including after hours and weekends. Our lnspectors are trained to evaluate emergencies situations ranging from a vehicle crash into a structure to catastrophes/natural disasters.

The Willdan Inspection Team provides additional services to the Clients outside the identified Scope of Work. The Inspection Team will attend pre-construction and construction meetings with City Staff, Contractors/Developers, and Property Owners to aid in resolving field design issues. They will familiarize themselves with the City approved plans to verify the on-site/existing conditions are concurrent with those identified on the approved plans, which includes compliance with setbacks, square footage, Complete in-House Building and

heights, and other project information. If there are discrepancies in the field, the Inspector will inform all City Departments of the deficiency and formulate a cohesive cost-efficient solution that can be recommended to the Property Owner. The Inspectors will adhere to the City’s protocols for scheduling & performing inspections, reporting/inputting inspection results, use City approved Correction Notices, document field changes, and finalize Permits.

Furthermore, the Inspection Team understands the City of Bellflower Planning Department requires periodic inspections during the course of construction on any blue-sheet identified project. The Inspectors will coordinate with the project’s Planner to ensure compliance from both Departments, eliminating loss of time during construction which saves cost and material to the Property Owner.

Permit Technician Services
Willdan’s Permit Technicians are ICC certified and responsible for all Building & Safety Permit document control. They understand the importance of time management, attention to detail, proficient responses, and (most importantly) professional customer service.

When an Applicant submits a project, the Permit Technician will scan through the submittal package to verify the package is complete. A complete package includes the Permit Worksheet, Letter of Authorization (legitimately signed by the applicable representative), architectural/MEP/structural drawings, Title 24 Report, structural calculations, and a Geotechnical Report with liquefication results. In addition, they will validate the Contractor’s license is in good standing with the State of California and workers compensation insurance. Copies of the Permit Worksheet, Letter of Authorization, Contractor’ 5 license, and workers compensation will be included in each project file.

The Permit Technician Team will be responsible for logging all submittal packages prior to routing the submittal to the applicable City Department(s). This log will be monitored daily. When a response deadline is approaching, the Permit Technician will email all responsible Department personnel reminding them of the deadline (if responses have not been returned). Once all Departments provide responses, the Permit Technician Team will email the Applicant the complied response packet. Our Permit Technicians will provide additional technical support to Applicants when needed.

The Team is proficient in completing administrative duties related to the issuance of Permits (stamping and approving plans), Certificate of Occupancy (signed by the Building Official), Building & Safety Public records, and validating bond/easement/waiver/affidavits for accuracy. In addition to counter services, the Permit Technician Team will facilitate correspondence with Applicants via telephone, email, and in person.

As the City shared the increase of volume over the last three (3) years, Willdan recommends the City utilize two (2) full-time Permit Technicians (a Senior Permit Technician and 3 Permit Technician) and one (1) full-time Administrator/Office Manager. Implementing two (2) Permit Technicians will ensure the counter services provided exceed the City’ 5 expectations allowing the community to not only ask questions pertaining to Permits/Permitting process but reduce the wait-time. Another asset to having two (2) Permit Technicians is ensuring the proper documents are collected, logged, tracked, and retained as identified above. This is imperative to the Permit’s history and will minimize liability in the years to come. The Administrator/Office Manager will be responsible for the administrative duties and assisting the Building Official with weekly/monthly/quarterly/annual reports, OA/QC, billing, responding to public record request, create datasheets for document control and retention, and additional City Complete In-House Building and

Program Monitoring
Willdan Engineering operates under a daily company-wide Quality Assurance/Quality Control (GA/QC) Program. This program is very effective by ensuring a seamless process of day-to-day operations. To safeguard quality control, the Willdan Team is furnished with prevailing tools for tracking plan reviews, issues iPhones and laptop/iPad computers for communication, and supplies field equipment including smart levels, tape measures, hard hats, safety vests, etc.

Inspection logs and reports are reviewed weekly by the Willdan Project Manager to monitor construction progress. The Project Manager will consult with thejurisdiction’s Building Official when deficiencies arise and recommend potential solutions. Once a solution is implemented, Willdan will update the quality control procedure. Willdan has built an excellent reputation with our services, leading otherjurisdictions to approach us to assist with their special projects.

Willdan does not require additional City services or City Staff to supplement the objectives identified in this proposal. In order to serve the City and community, we anticipate designated office space and necessary office supplies to support the City.

Subcontractors
