1 Staff Report – Authorization to direct negotiate for Designated Block Downtown Façade Improvement Program, Spec. No. 22/23-08
September 23, 2024
DISCUSSION – Continued
One such program is the Designated Block Downtown Façade Improvement Program whereupon the City Council can designate specific blocks in the Downtown to be eligible for exterior façade improvements in an effort to improve building aesthetics of the downtown area. During that meeting, staff recommended, and the City Council subsequently approved, the northwest corner of Bellflower Boulevard and Oak Street to be the first designated segment for the program in order to complement the Edgeway – Downtown Bellflower development currently being constructed at Bellflower Boulevard and Mayne Street.
Economic Development staff worked with an architectural firm to develop the design concept and construction documents for the façade improvements. Staff also worked with each property owner to establish the Grant of Façade Easement required for the proposed project.
On May 28, 2024, City Council approved Resolution No. 24-26 authorizing Public Works to advertise for bids for the project. A notice inviting sealed bids was completed and advertised the following week. A mandatory pre-bid jobsite walk was held at 10:30 a.m. on Thursday, June 20, 2024, and two contractors were in attendance. Bids were due by 11:00 a.m. on Tuesday, July 16, 2024; however, no bids were received.
Pursuant to California Public Contract Code § 22038(c) the City is allowed to carry out a project by force account or negotiated contract if no bids are received through formal or informal procedure. If approved, Public Works staff will reach out to potential contractors capable of preforming the necessary work and negotiate a contract to perform the work for the project. That contract will be brought to City Council for final review and award at a later date.
