SUBJECT:Consideration and possible action to authorize the Director of Public Works, or designee, to install an on-street disabled parking space (blue curb) at 10440 Somerset Boulevard (C.E.# 24-09).

EXECUTIVE SUMMARY
This action would approve and authorize the installation of an on-street disabled parking space (blue curb) at 10440 Somerset Boulevard pursuant to Bellflower Municipal Code (“BMC”) Chapter 10.04.
RECOMMENDATION TO CITY COUNCIL
1) Authorize the Director of Public Works, or designee, to install an on-street disabled parking space (blue curb) at 10440 Somerset Boulevard; or 2) Alternatively, discuss and take other action related to this item.
FISCAL IMPACT
The estimated cost to install the on-street disabled parking space (blue curb) is $300.00. Funds are budgeted in Account No. 010-43170-3100 (Street Maintenance Traffic Paint) and 010-43180-3100 (Street Maintenance Street Signs).
DISCUSSION
The City received a request to install two (2) on-street disabled parking spaces (blue curb) fronting 10440 Somerset Boulevard to accommodate two disabled residents living in the home that are currently receiving dialysis. Engineering staff conducted a site visit and spoke with the homeowner to better understand their needs. The property has an existing garage that is accessible by the alleyway at the rear of the property, however there is no driveway. In the absence of a driveway and the garage being located at the rear of the property, the shortest accessible path of travel is from the front of the property. In an effort to minimize the loss of on-street parking, staff’s recommendation to the Public Safety Commission was for the Commission to recommend the approval of one (1) on-street parking space to the City Council. -1-

The residents have also been made aware that a vehicle that displays a valid disabled placard will be able to park at this location.
On September 3, 2024, Public Works staff noticed area residents that a request to install an on-street disabled parking space (blue curb) would be brought before the Public Safety Commission at its September 17, 2024, meeting. The City Engineer presented the request at this meeting and the Public Safety Commission recommended that the request to install the proposed on-street disabled parking space (blue curb) be forwarded to the City Council for approval.

This letter is to inform you of the proposed change described below.
The City is proposing to install one on-street disabled parking space (blue curb) at 10440 Somerset Boulevard. The proposed change is illustrated in the attached aerial photograph.
This item will be discussed at the City of Bellflower’s Public Safety Commission meeting on Tuesday, September 17, 2024. The meeting will be held at Bellflower City Hall in the City Council Chambers located at 16600 Civic Center Drive. The meeting will start at 7:00 pm. .
